About the position

The DHS Deputy Director of Community Justice is a management-level position responsible for overseeing the operations of the Juvenile Detention Center and the Community Corrections and Pretrial Services division within the City of Virginia Beach's Department of Human Services. This role involves defining and monitoring program goals, collaborating with various stakeholders, managing fiscal operations, and ensuring compliance with relevant regulations. The position requires strong leadership and strategic planning skills to enhance service effectiveness and community engagement.

Responsibilities

  • Define, establish, and monitor goals and objectives for the Community Justice divisional programs.
  • Work collaboratively with local and state departments, criminal justice agencies, law enforcement, court judges, and community stakeholders.
  • Develop and implement policies and procedures to ensure effective operations in compliance with relevant departments.
  • Manage Community Corrections Pretrial fiscal operations, including budget administration and securing grants.
  • Provide support to citizen advisory boards appointed by City Council.
  • Represent the City of Virginia Beach in community corrections matters and meet regularly with the judiciary.
  • Design and update the structure for court referral, client review, and case supervision.
  • Ensure oversight and tracking of Department of Juvenile Justice regulations and Prison Rape Elimination Act requirements.
  • Review and update strategic plans yearly and evaluate programs for effectiveness.
  • Ensure compliance with the Code of Virginia and State Board of Juvenile Justice regulations.

Requirements

  • A combination of education and/or experience equivalent to eleven (11) years, with three (3) years in a personnel management capacity.
  • Experience in fields related to psychology, sociology, criminal justice, public administration, or human services.
  • Experience in program development and implementation.

Nice-to-haves

  • Experience with the Virginia Department of Juvenile Justice regulations.
  • Experience with Criminal Justice regulations.
  • Five (5) or more years of experience as a senior manager in a Juvenile Justice or Community Corrections field.
  • Three (3) or more years of experience in personnel administration or supervision.
