The DHS Director of Budget, Forecast & Financial Analysis is a pivotal role within the Arkansas Department of Human Services (DHS), responsible for directing and controlling the agency's budgeting and financial forecasting activities. In this role, the Director will lead an administrative staff through subordinate supervisory personnel, which includes interviewing applicants, developing recommendations, establishing personnel assignments, resolving complex problems, and evaluating employee performance. The Director will also be responsible for directing the operational activities for the retirement system, establishing goals and objectives, and developing long-term plans for consistency. The position involves preparing various financial documents, including retirement system financial statements, comprehensive annual financial reports, financial position forecasts, and biennial and annual budgets. The Director will create methods for the development and distribution of intradepartmental policies affecting all new and revised retirement system fiscal and operational functions. Additionally, the Director will evaluate the effectiveness of fiscal operations to ensure proper allocation of departmental expenditure funding and compliance with regulatory standards. The role requires strong communication skills to effectively convey objectives to multiple employees and colleagues, as well as the ability to provide direct technical assistance to interdivisional and interdepartmental personnel by interpreting and developing explanations for federal and state financial standards. The Director will coordinate activities with federal and state governmental personnel and respond to information requests from executive and legislative officials. Serving on committees to communicate needs and provide recommendations is also a key aspect of this position. Requirements

  • Bachelor's degree in business administration or finance.
  • Four years of experience in business or financial roles, including three years in a supervisory capacity.
  • Proficiency in Microsoft Office applications, especially Excel and PowerPoint.
  • Strong analytical skills and knowledge of fiscal management principles.
  • Experience in financial auditing and data analysis.
  • Ability to communicate effectively both orally and in writing.
  • Supervisory experience in financial operations.
