About the position

The DHS Program Manager is responsible for overseeing human services program policy and procedure development, ensuring compliance with federal and state guidelines, and supervising subordinate staff. This role involves significant program evaluation, case review, and process improvement, requiring a blend of management skills and social services expertise.

Responsibilities

  • Develop policies and procedures for program areas to implement changes as required by law.
  • Oversee expenditures to ensure proper usage of funding as stipulated by grant requirements and contracts.
  • Participate in the development of state policies and procedures for program delivery based on federal requirements.
  • Review federal policies and procedures to ensure compliance with state and contracted programs.
  • Compile and analyze data to determine compliance with state standards and objectives.
  • Collaborate with contractors and other organizations to explain program requirements and ensure compliance.
  • Supervise subordinate employees to ensure departmental goals are met.
  • Review and recommend changes to program delivery to ensure compliance with federal guidelines.
  • Analyze statistical data to determine system accuracy and project trends.
  • Conduct interviews to determine the best candidates for vacant positions.

Requirements

  • Bachelor's degree from an accredited college or university.
  • Experience equivalent to five years in social services, human services, education, auditing, accounting, or business/process improvement.
  • At least three years of experience in program evaluation, case review work, or process improvement.
  • Six Sigma Certification or Lean Six Sigma Certification.
  • Strong organizational and communication skills.

Nice-to-haves

  • Experience in human services field supervision.
  • Graduate coursework in liberal arts, social sciences, mathematics, or public administration.

  • Full-time position with a competitive salary range of $5,050 - $6,310 per month.
