About the position

Join our team at the Vermont Community Broadband Board (VCBB) to help bridge the digital divide in Vermont. The Digital Equity Research Specialist will act as the VCBB data expert and lead for data collection, analysis, and reporting for programs and services within the digital equity program. Digital equity is defined as a condition in which all individuals and communities have the information technology capacity needed for full participation in our society, democracy, and economy. Digital equity is necessary for civic and cultural participation, employment, lifelong learning, and access to essential services. The Digital Equity Research Specialist will develop, design, and implement research and tracking systems, assuming subject matter authority regarding source data stored in specific VCBB datasets. This role will involve designing and developing reporting to support program management, program development, program tracking, and mandated state and federal reporting. The position will interact with other state agencies, work groups, committees, and policymakers as requested by leadership to identify data and information needs and to develop and present targeted analysis and reporting. Vermont Community Broadband Board (VCBB) was created to coordinate, facilitate, support, and advance the development and implementation of universal community internet solutions. It supports policies and programs designed to advance the State's goal of achieving universal access to reliable, high-quality, affordable, and fixed internet. This position may be required to work in Montpelier as needed. This position is classified as a Data and Information Project Manager by the State of Vermont.

Responsibilities

  • Act as the VCBB data expert and lead for data collection, analysis, and reporting for digital equity programs and services.
  • Develop, design, and implement research and tracking systems for VCBB datasets.
  • Assume subject matter authority regarding source data stored in specific VCBB datasets.
  • Design and develop reporting to support program management, development, tracking, and mandated reporting.
  • Interact with state agencies, work groups, committees, and policymakers to identify data and information needs.
  • Develop and present targeted analysis and reporting.

Requirements

  • Masters degree AND two (2) years of recent data administration, business analysis, statistics, or design work.
  • OR Bachelor degree AND four (4) years of recent data administration, business analysis, statistics, or design work.
  • OR Associate degree AND six (6) years of recent data administration, business analysis, statistics, or design work.
  • OR Eight (8) years of recent experience in workforce information and data administration, analysis, statistics, or IT systems design.
