Responsibilities

  • Assist in developing and implementing strategic marketing plans for the City of Eagan that foster increased participation and engagement, while strengthening Eagan's brand and awareness.
  • Conduct market research, develop marketing plans, and execute tactical elements for strategies that position Eagan as an attractive community in which to live, work, and play, and which advance community pride.
  • Measure effectiveness and ROI through metrics.
  • Work includes marketing all City amenities and services while promoting increased civic engagement and volunteerism.
  • Develop digital marketing plans for Communications and Engagement Department-specific initiatives like Eagan Television (ETV) and the City's social media sites.
  • Communicate results of campaign and marketing efforts.
  • Collaborate and provide subject matter expertise in the development of marketing strategies for City programs, initiatives, and departments and amenities such as Cascade Bay, the Eagan Community Center, and the Eagan Civic Arena.
  • Create and implement strategies to increase civic engagement, brand awareness, and attractive aspects of the City.
  • Work in conjunction with the Director of Communications and Engagement on creating and socializing annual plans and strategies to achieve the City's marketing goals.
  • Monitor, adjust to, and implement current trends and best practices in marketing.
  • Lead the creation of a digital roadmap and strategy for the organization.
  • Serve as the liaison to departments for digital planning and integration including consult and advise City departments on email, social media, web and video marketing strategies to increase program participation and brand identification.
  • Manage, create, evaluate, and extend the City's social media presence, while driving quality, security, and accountability, and coaching departmental content editors.
  • Evaluate and implement new digital communication opportunities - including platforms, tools, and applications, and utilize appropriate analytics to measure effectiveness.
  • Oversee and manage the City's website, including ongoing evaluation of site architecture, navigation, and design to ensure a user-friendly experience and alignment with accessibility standards.
  • Develop, maintain, and improve website content, including serving as a strategist and advisor for web content editors across departments to ensure consistent tone, voice, and brand alignment.
  • Collaborate with IT to ensure seamless integration and performance of web applications and tools, while maintaining site security and functionality.
  • Manage and provide direction and content structure for the City's Intranet.
  • Facilitate and strategize internal communication tactics.
  • Assist in annual budgeting planning for digital marketing.
  • Ensure digital assets are properly managed, ensuring quality, security, and accountability.
  • Content editor and strategist for City social media properties, including working with and training social media content creators and editors.
  • Advise Communication and Engagement Director regarding digital media policies, standards, and rules of engagement for the organization.
  • Advise and train departments and staff on digital strategies, tactics, and policies.
  • Help ensure the City's Digital Administration Model is adhered to, in coordination with IT.
  • Collaborate to ensure the Intranet is a meaningful and useful resource for employees to gain timely information.
  • Collaborate with Human Resources in a timely manner to enhance internal employee communications, particularly with respect to sensitive and time sensitive information.
  • Participate in cross-training and mutual Communications and Engagement department support.
  • Work with departments, including Human Resources in recruitment planning, efforts, tactics, collateral and execution.
  • Perform other related duties as assigned.

Requirements

  • Bachelor's degree (BA/BS) from an accredited university in marketing, advertising, communications, or public relations.
  • Three (3) years of experience creating and/or implementing marketing campaigns; including creating successful digital and social media marketing strategies and messages.
  • Three (3) years of progressive experience managing social media page(s) or online communities using social media monitoring management tools.
  • Three (3) years of experience in HTML, content management systems (CMS such as Joomla, Drupal, or WordPress), customer relationship management systems (CRM), and search engine optimization (SEO).
  • Three (3) years of experience with Microsoft Office Suite: Word, Excel, PowerPoint and Outlook.
  • One (1) year of experience with graphic design software tools such as Adobe Design Suite, InDesign, or Photoshop.
  • Valid driver's license and ability to drive to perform City-related duties.
  • Experience working with Google Analytics, Facebook Insights, Hoot Suite or other related tools.
  • Experience promoting a brand via multiple platforms such as electronic, print, or broadcast.
  • Experience with traditional and digital advertising, email marketing campaigns, and press releases.
  • Experience creating partnerships and collaborating with other organizations.
