About the position

The Chief Financial Officer (CFO) at the Farm Credit Administration is responsible for overseeing the agency's procurement operations, financial management, internal controls, enterprise risk management, and budget office operations. Reporting to the Chief of Staff, the CFO will execute strategic long-term budget planning aligned with Board priorities, ensuring compliance with financial regulations and enhancing operational efficiency through modernization and innovation.

Responsibilities

  • Oversee the administration of procurement, financial management, budget performance, internal controls, and enterprise risk management functions.
  • Ensure compliance with applicable financial and procurement laws, regulations, directives, and internal controls.
  • Establish forecasting tools and quantitative techniques for budget performance and trends.
  • Understand agency plans to position financial operations effectively for Board objectives.
  • Identify opportunities for modernization and automation in accounting systems and reporting requirements.
  • Provide guidance and leadership to meet customer service, integration, innovation, communication, and risk management goals.
  • Manage fiscal operations including expenses authorization, billings, claims review, and travel management.
  • Create a culture of integrity and high ethical values, supporting staff engagement and development.
  • Approach problem situations with awareness of organizational and external realities.
  • Identify and manage conflicts proactively to minimize negative impacts.
  • Interact effectively with Board members, senior staff, and external stakeholders.
  • Evaluate and maintain internal controls, ensuring compliance with requirements and policies.
  • Serve as the principal advisor to the Board and Chief of Staff on financial management issues.

Requirements

  • One year of specialized experience equivalent to the VH-41 (GS-15 equivalent) band level in federal service or equivalent.
  • Experience in agency administrative policies and procedures related to contract and procurement, financial management, and internal controls.
  • Ability to develop networks and collaborate across organizational boundaries.
  • Demonstrated success in building diverse teams and guiding staff development.
  • Strong project execution and management capabilities, with analytical and conflict mediation skills.
  • Ability to lead and manage staff effectively, set priorities, and assess performance.
  • Exceptional organizational skills and ability to manage across boundaries.
