About the position

The Director of Business Development at Quality Innovation, Inc. is a pivotal role that oversees the identification, collection, review, and response to business opportunities from various sources. This position is designed for a senior-level professional who will lead the business development (BD) team in evaluating opportunities, determining whether to proceed toward proposal, or to remove opportunities from consideration. The Director is responsible for corporate-level efforts to develop and identify new opportunities, continually expanding the company's competitiveness in the market. This includes actively expanding Qi2's partner network to enhance the availability of opportunities and improve the team's competitiveness when proposing solutions. As opportunities are approved for further consideration, the Director coordinates and conducts research, gathers necessary information, and recommends solution strategies and teaming arrangements. The goal is to enhance the company's probability of winning (PWin) for each opportunity. When a decision is made to propose for a given opportunity, the Director collaborates with the Proposal Manager to ensure that the proposal is competitive and compliant. The Director also creates and maintains all business development-related procedures and management policies, which are integrated into the ISO/CMMI Integrated Management System. The company follows a process based on the Shipley method, tailored to its specific needs, without rigid adherence to the method. Quality Innovation, Inc. primarily serves soldier and family programs, with the Army being its largest customer. The company also provides support for various technical and functional service desks, acquisition support, and medical case management. Other customers include GSA, SSA, and more. This position allows for significant growth within the company, as the Director will provide day-to-day direction for the BD Assistant and work closely with the BD Team, including the Directors and the President/CEO. The Director is expected to operate with limited guidance, maintaining daily access to the President/CEO and collaborating frequently with the BD Team. The role is open for remote work, with the option for on-site work available for those in the Austin, TX area. Compensation will be commensurate with relevant experience and abilities, and the structure of the position can be flexible, including full-time, part-time, or contract arrangements.

Responsibilities

  • Oversee the identification, collection, review, and response to business opportunities from all sources.
  • Lead the business development team in evaluating opportunities and determining whether to proceed toward proposal or remove opportunities from consideration.
  • Develop and identify new opportunities to expand the company's competitiveness.
  • Expand Qi2's partner network to increase available opportunities and team competitiveness.
  • Coordinate and conduct research, gather information, and recommend solution strategies and teaming arrangements for approved opportunities.
  • Engage with the Proposal Manager to ensure competitive and compliant proposals are developed.
  • Create and maintain business development-related procedures and management policies within the ISO/CMMI Integrated Management System.
  • Provide day-to-day direction for the BD Assistant and work closely with the BD Team.

Requirements

  • 5 years' experience in a federal contracting environment either in a commercial company or a government acquisition corps/workforce or support contractor in a government IDIQ office.
  • At least 3 years working directly in an organization that manages at least two IDIQs and/or schedules.
  • Associate's degree.
  • Experience with Army or other DoD service programs related to Qi2's lines of business.
  • Proven BD success with an existing network that adds value to Qi2's current capabilities.
  • Journeyman level ability with common business development tools: GSA eBuy, Point, SAM, FedConnect, FPDS.

Nice-to-haves

  • Veteran, Service Member Spouse, HUBZone resident, Veteran Spouse (In that order).
  • 5 years working in a commercial federal contract operation that manages multiple IDIQs and Schedules.
  • Bachelor's degree.
  • 5 years or more experience with Army soldier and family programs or closely related programs of another service.
  • Proven BD success leading capture, solutioning, and proposal efforts.
  • Journeyman level ability with Army PEO-EIS/HRS portal.
