About the position

The Director, CIO Office plays a crucial role in supporting the Chief Information Officer (CIO) in driving IT strategy, governance, and operational excellence. This position is responsible for managing the overall IT project portfolio, ensuring projects are delivered on time and within budget, and providing leadership and guidance to project managers. The role focuses on ensuring that the IT organization aligns with strategic objectives and maintains effective operational models.

Responsibilities

  • Oversee and manage the IT project portfolio, ensuring alignment with strategic objectives and resource allocation.
  • Monitor project progress, risks, and performance, ensuring timely delivery and effective prioritization.
  • Provide leadership and assign project managers from the CIO Office team to delivery teams as needed.
  • Ensure that the CIO Office team provides capable and skilled project managers to lead IT projects.
  • Define and maintain the project management methodology to standardize delivery processes and ensure consistent execution.
  • Supervise the development of the IT budget in collaboration with the CIO and finance teams.
  • Monitor budgetary compliance, ensuring that all projects and operations stay within financial guidelines.
  • Provide financial reporting and analysis to support decision-making processes.
  • Work closely with the CIO to shape and execute the overall IT vision and strategy, aligning technology initiatives with business goals.
  • Support the development of strategic roadmaps and assist in communicating the vision across the organization.
  • Establish and monitor key performance indicators (KPIs) to track the success of IT projects and initiatives.
  • Generate and distribute regular performance reports and financial metrics to key stakeholders.
  • Centralize all vendor contracts, working closely with procurement and legal teams to manage relationships.
  • Define and implement vendor management strategies and methodologies to ensure high service levels and cost-effectiveness.
  • Regularly review vendor performance and negotiate terms and agreements in close collaboration with the delivery teams.
  • Act as the custodian of all IT-related standard operating procedures (SOPs), ensuring they are comprehensive, accurate, up-to-date, and easily accessible.
  • Regularly review and update procedures to ensure they meet evolving business needs and compliance requirements.
  • Organize and host procedure-related training and awareness sessions for IT and other business units.

Requirements

  • Bachelor's degree in Information Technology, Business Administration, or a related field (Master's degree preferred).
  • Minimum of 5-10 years of experience in IT leadership roles, including project management, budget oversight, and strategic planning.
  • Proven track record in managing complex project portfolios and leading cross-functional teams.
  • Strong understanding of IT budgeting, financial reporting, and vendor management.
  • Excellent leadership, communication, and organizational skills.
  • Strong problem-solving and decision-making abilities.
  • Experience with IT governance frameworks and methodologies (e.g., ITIL, COBIT, Agile, Waterfall).
  • Proficiency in project management tools and methodologies.

Nice-to-haves

  • Experience in a biopharmaceutical or biotechnology environment.
  • Familiarity with emerging technologies and trends in IT.
