About the position

The Director, Clinical Effectiveness Program at UC San Diego Health is responsible for establishing and supervising processes aimed at achieving excellence in patient services. This role involves evaluating practices within the parameters of patient outcomes, cost-benefit analysis in care provision, and ensuring patient access to the healthcare delivery system. The Director will lead internal strategic planning efforts and implement continuous quality improvement programs. A key focus will be on collaborating with healthcare providers to develop and implement clinical pathways and evidence-based care designs. The Director will spearhead the launch and management of the Clinical Effectiveness Program, which aims to standardize care across clinical services, ultimately improving patient outcomes and reducing length of stay. In addition to overseeing the clinical effectiveness program, the Director will assess organizational and strategic issues, providing guidance through organizational development solutions. This includes facilitating assessments, strategic planning, culture change, and process-oriented approaches to enhance institutional performance. The Director will consult with various leaders, departments, and committees to address root causes of organizational effectiveness issues, utilizing a systematic approach to analyze current organizational structures, policies, and data. Recommendations for improvements will be made to ensure alignment with organizational strategy. The Director will also be responsible for managing departmental accountability and stewardship of resources, including human and financial resources, to achieve departmental and organizational objectives. This position reports to the Sr. Director of Quality and Patient Safety and requires significant autonomy in establishing goals and objectives across the health system.

Responsibilities

  • Manage the development, implementation, and monitoring of clinical quality improvement programs, specifically in developing and implementing clinical pathways and evidence-based care.
  • Generate budgets, timelines, and work plans, executing them through subordinate team members.
  • Develop and utilize advanced metrics and analytics for use in quality improvement processes.
  • Implement operational processes that contribute to cooperative, effective, and efficient results across all departments and/or facilities.
  • Responsible for employee recruitment, performance evaluation and management, and staff development.
  • Develop a strong culture of teamwork to ensure quality daily operations, effective interdepartmental collaborations, and timely achievement of objectives.
  • Advise and influence senior management on regulatory changes and advances in systems, technologies, data management, methodologies, and best practices.
  • Develop relationships with clinical departments and provide training to facilitate the integration of quality and safety into the overall clinical enterprise.
  • Work with IT managers to promote and support patient safety and quality interests in organization-wide information technology initiatives, including business intelligence and the electronic medical record system.
  • Implement and monitor incident reporting processes, response, and performance improvement activities.
  • Ensure compliance with accreditation and licensure requirements in the clinical services environment.

Requirements

  • Bachelor's Degree in nursing or other healthcare profession; or a combination of comparable clinical education and/or experience.
  • Seven or more years of relevant healthcare experience leading Lean initiatives.
  • Experience developing and implementing clinical pathways and evidence-based standard of care.
  • Demonstrated leadership in driving improvements in patient outcomes.
  • Proven success with in-depth knowledge of quality improvement standards, clinical chart review and abstraction, and regulatory requirements.
  • Demonstrated hospital management skills, with progressive expertise in quality and process improvement methodologies, statistical analysis, and database management.
  • Proven ability to organize, manage multiple priorities, meet deadlines, and assign work efficiently.
  • Demonstrated leadership, fiscal and operations management skills, with the ability to collaborate effectively with physicians, management, and staff at all levels, and external agencies.
  • Strong critical-thinking and problem-solving skills, with the ability to quickly identify problems and implement solutions.
  • Demonstrated knowledge of relevant healthcare information technology and clinical quality improvement workflows and processes.
  • Demonstrated knowledge of relevant regulatory requirements, as well as related legislative, accreditation, licensing, and compliance environments.

Nice-to-haves

  • Advanced degree in a relevant field.
  • Ten or more years of lean experience, including working with physician teams on standard of care/pathway development and deployment.
  • Experience leading a team of five or more.
  • Experience within a large, complex health system.
  • Experience at UC San Diego Health and/or experience in academic medicine.
  • Lean Six Sigma Black Belt (or similar) certification.
