About the position

Cedar Hill Regional Medical Center is set to open in early 2025, marking the first new full-service hospital in Washington, DC in over two decades. This teaching hospital will integrate clinical care with existing providers, including The George Washington University Hospital and the Urgent Care Center in Ward 8. The facility will provide a comprehensive system of care for all District residents, particularly focusing on ensuring that residents of Wards 7 and 8 have access to high-quality healthcare in their community. The hospital will feature 136 beds, expandable to 184, a verified trauma center, adult and pediatric emergency departments, maternal health and delivery services, an ambulatory pavilion for physician offices, clinics, a community space, a 500-car garage, and a helipad for emergency transports. The Director of Engineering/Plant Operations will be responsible for planning, organizing, coordinating, and directing the operations of the Engineering, Maintenance, and Grounds departments. This role includes serving as the Safety Officer for the hospital and ensuring compliance with various regulatory agency requirements, including those from The Joint Commission (TJC), Centers for Medicare and Medicaid Services (CMS), Environmental Protection Agency (EPA), and Occupational Safety and Health Administration (OSHA). The Director will manage staff and contractors to maintain the efficient and safe operation of all hospital buildings, develop and review departmental policies and procedures, and oversee the repair and maintenance of building and equipment. Additionally, the Director will utilize energy management tools to maintain efficient utility operations, manage operating and capital budgets, and oversee long-range capital infrastructure replacements. The role may also extend to managing the Biomedical Engineering, Safety, and Security departments, ensuring that all operations align with the hospital's mission to provide exceptional care.

Responsibilities

  • Plan, organize, coordinate, and direct the operations of the Engineering, Maintenance, and Grounds departments.
  • Serve as the Safety Officer for the hospital.
  • Maintain compliance with regulatory agency requirements including TJC, CMS, EPA, and OSHA.
  • Manage staff and contractors to ensure efficient and safe operation of hospital buildings.
  • Develop, maintain, and review departmental and regulatory policies and procedures.
  • Oversee the repair and maintenance of building and equipment, including scheduled maintenance.
  • Utilize energy management and tracking tools to maintain efficient utility operations.
  • Maintain a preventive maintenance program with acceptable completion rates.
  • Develop and manage operating and capital budgets.
  • Manage long-range capital infrastructure replacements and keep equipment lists updated.
  • Manage design, construction, and infrastructure projects.

Requirements

  • Minimum of High School Diploma and degree or certification in a technical trade or field related to facility maintenance and engineering required.
  • Bachelor's degree preferred.
  • 5 years of previous hospital engineering management experience.
  • Facilities experience in an acute care or related setting.
  • Progressive management level experience.
  • Thorough knowledge of NFPA codes and standards, Joint Commission and CMS standards, OSHA, EPA and state and local codes and standards.
  • Proficiency in Computerized Maintenance Management Systems and Building Management Systems.
  • Experience or working knowledge in all aspects of building trades, including HVAC, mechanical, plumbing, electrical, carpentry.
  • Previous project management experience.
  • Knowledge of Microsoft Office (Word, Excel, Outlook).
  • Current Certified Healthcare Facility Manager certification.
  • Valid driver's license.
