About the position

The Director for Overseas Contingency Operations (OCO) is a senior leadership role within the Office of Inspector General (OIG) at the U.S. Department of State. This position is responsible for overseeing the execution of OIG's Lead IG responsibilities, collaborating with various federal agencies to develop strategies for effective oversight of overseas contingency operations. The Director will provide high-level analysis and direction, manage operational effectiveness, and ensure that Congress and the public are informed about ongoing oversight activities.

Responsibilities

  • Lead execution of OIG Lead IG responsibilities and collaborate with personnel from other federal agencies.
  • Develop global strategies and plans for effective oversight of OCOs and associated U.S. Government operations.
  • Report to Congress and the public on ongoing OCO and related IG oversight.
  • Develop and maintain crucial contacts and relationships for the Lead IG mission.
  • Propose and implement process, management, and legislative changes to improve Lead IG effectiveness and OCO oversight.
  • Provide high-level analysis, advice, and direction on unique contingency operations.
  • Control development and implementation of the Lead IG strategic plan and its intersection with OIG's overall strategic plan.
  • Assist the AIG for OCO in managing and sustaining operational effectiveness of the OCO Office.
  • Serve as an expert advisor to the IG, DIG, and Assistant Inspector General on OCO issues.
  • Design and execute a strategy to keep Congress and the public informed of Lead IG activities.

Requirements

  • 1 year of specialized experience equivalent to the GS-14 level in the Federal service.
  • Experience with strategic planning, programming, and execution of programs within the Office of Inspector General.
  • Experience in leading and coordinating projects, including establishing expectations and providing guidance to team members.
  • Experience preparing a global strategy within OIG and coordinating cross-agency strategies for effective oversight.
