About the position

The Director of HR Business Partners at Minneapolis Public Schools is a pivotal role responsible for managing and overseeing the Human Resources Business Partnerships department. This position ensures that all HR programs and procedures align with the District's values and strategic goals. The Director collaborates closely with business leaders and executives to develop HR strategies aimed at attracting, developing, and retaining talent within the organization. This role requires a deep understanding of labor relations, employee discipline, and contract administration, as well as the ability to foster collaborative relationships with union representatives and district managers. In this capacity, the Director will direct the activities of the HR Business Partnerships team, manage labor relations including mediation and dispute resolution, and provide guidance on collective bargaining issues. The Director will also be responsible for managing employee due process issues, conducting investigations, and preparing necessary documentation related to employee performance and misconduct. This includes serving as the lead negotiator for collective bargaining agreements and evaluating grievances to ensure appropriate responses are coordinated. The Director will develop and implement effective systems for contract administration and due process issues, analyze trends in discipline and grievances, and create comprehensive negotiation plans that align with district goals. Additionally, the role involves planning and directing staffing, recruiting, and talent management efforts across the district, ensuring that the HR team meets its goals and provides timely services to all stakeholders. The Director will also maintain confidentiality regarding sensitive HR matters and promote the Superintendent's goals and priorities throughout the organization.

Responsibilities

  • Direct the activities and staff of the Human Resources Business Partnerships team.
  • Manage labor relations including mediation, dispute resolution, employee discipline, negotiations, and contract administration.
  • Advise, counsel, support, and train District managers on collective bargaining issues.
  • Maintain collaborative working relationships with union representatives.
  • Manage employee due process issues and conduct investigations related to employee performance and misconduct.
  • Prepare agreements, action plans, reports, and resolutions as required.
  • Direct administration of labor contracts and facilitate labor/management meetings.
  • Serve as the lead negotiator for collective bargaining agreements.
  • Evaluate and respond to grievances and coordinate grievance meetings, mediations, and arbitrations.
  • Review and analyze disciplinary, arbitration, and grievance data to determine trends and develop recommendations for revised policies.
  • Plan, organize, and direct staffing, recruiting, and talent management efforts for the District.
  • Manage assigned staff, assign tasks, and evaluate performance to ensure goals are achieved.

Requirements

  • Master's Degree in Business Administration or related field.
  • Seven (7) years of professional labor relations and human resources generalist experience, or an equivalent combination of education, training, and experience.
  • Knowledge of innovative practices and strategies for labor negotiations and employee relations.
  • Understanding of public sector administrative management principles, including budgeting and contract management.
  • Familiarity with state and federal laws governing HR functions and employment issues.
  • Excellent verbal and written communication skills.
  • Proficiency in MS Office Suite and other related software.

Nice-to-haves

  • Certification as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) within one year of hire.
