About the position

Bellingham Technical College (BTC) invites applications for the position of Director of Human Resources, a full-time administrative role that reports to the Vice President of Administrative Services. This position is anticipated to commence around December 1, 2024. The Director of Human Resources will provide leadership and oversee all functions related to human resources, offering expert consultation and organizational development support. The role requires collaboration with the President's Leadership Team and the BTC community to foster a positive work environment and enhance college effectiveness, ultimately supporting both employee and student success. As a working manager, the Director will be responsible for planning, organizing, and managing the daily operations of the human resources department. This includes performing high-level professional HR assignments across various functions such as classification, compensation, compliance, benefits, recruitment, affirmative action, and labor relations. The Director will also consult with employees and the public on HR issues and will be tasked with institutional initiatives aimed at increasing diversity and inclusion within the BTC community. The role involves entering employment information into a computerized human resource information system (HRIS) and managing complex and confidential activities, including collective bargaining. The Director will audit HR and payroll documents, exercise decision-making authority, and initiate corrective actions as necessary. Responsibilities

  • Supervises human resources employees and personnel systems including payroll process.
  • Performs a variety of HR functions, including entering information into an HRIS system.
  • Provides assistance to all employees and the public regarding HR issues.
  • Collaborates with the Business Services Office to ensure integrity and accuracy of payroll and personnel information processes.
  • Develops, manages and implements effective policies and processes across all HR related functions.
  • Manages the annual budget for the Human Resources Department.
  • Participates in and/or facilitates committees to represent the HR function.
  • Participates in health insurance and retirement benefits counseling to college staff.
  • Oversees and assists in the management of time-loss claims and reporting relating to the Department of Labor and Industries, OSHA, and WISHA regulations.
  • Oversees the management of employee personnel files.
  • Upholds and promotes BTC's values and strengthens efforts to achieve the College's mission and strategic goals.
  • Cultivates and maintains a collaborative and respectful campus community.
  • Supports the lead negotiator for classified and faculty collective bargaining; manages and participates in the labor negotiations process.
  • Supervises, directs and/or advises the processes for managing employee contracts, compensation/salary administration, personnel and leave records, employee performance evaluations, and benefits administration.
  • Leads the employee grievance process, investigates discrimination, harassment, and other complaints, and assists supervisors with disciplinary actions and mediation according to appropriate policies.
  • Manages and conducts investigations related to discrimination/harassment, bias, performance issues, college policy/procedure violations, or other matters necessitating internal investigations.
  • Develops and/or assists in the formulation of the College's policy and procedures related to personnel.
  • Serves in a lead role in employee recognition and celebration programs and other efforts to support a positive campus climate.
  • Develops and implements comprehensive training and professional development programs to promote and maintain a skilled, engaged workforce.
  • Supervises and participates in the recruitment, screening, hiring, and onboarding process for all personnel.
  • Designs and integrates talent management and recognition programs to attract, motivate, and retain high-quality employees.
  • Recommends, implements, and administers development and engagement programs including new employee orientation, performance management and evaluations.
  • Provides employees with information regarding Employee Assistance Program (EAP); contact EAP as needed.
  • Ensures safety compliance; coordinates and works with compliance and safety staff.
  • Represents the College on the Washington Association of Community and Technical College Human Resource Commission and at other appropriate local, state, and regional meetings.

Requirements

  • Bachelor's degree in human resources management, organizational development, accounting, business, or related field.
  • Minimum of five years of increasingly responsible professional level human resources, payroll, accounting, administrative, or closely related experience, including experience in at least four of the following six areas: administering benefits, classification and compensation, employee and labor relations, interpretation of employment law rules and regulations, payroll, recruitment and talent management.
  • Experience managing and/or supervising employees.

Nice-to-haves

  • Ten years or more of progressively responsible human resources experience.
  • Two or more years of direct supervision of employees.
  • Master's degree or equivalent education/experience in related field.
  • Experience in higher education, K-12 or government setting in Washington State.
  • Experience working with unions, negotiations, and contracts.
  • Experience with budget development and fiscal management.
  • SPHR, PHR, CLRP, or similar professional certification.
  • Proficiency with common HR software, specifically ERP system experience such as ctcLink, PeopleSoft, Banner, etc.
  • Strong technical and data entry skills working with data processing, payroll processing, spreadsheet management, or similar data entry work with information systems.
  • Strong math skills with ability to calculate salaries and other pay.
  • Working knowledge of federal, state and local personnel laws, rules and regulations.
  • Ability to demonstrate cultural competence that includes a commitment to work with others to create an educational and work environment that affirms commitment to equity, diversity, and inclusion.

  • Annual salary range of $110,000 to $135,000 depending on experience and education.
  • 8 hours per month of sick leave, 16 hours per month of vacation leave, 8 hours of personal leave per fiscal year, and state/college holidays.
