About the position

The Director II of Engineering is responsible for leading the Engineering Department, overseeing municipal engineering projects related to civil infrastructure, transportation systems, and stormwater utilities. This role involves strategic leadership, ensuring projects meet regulatory standards, and aligning with the city's goals while managing budgets and timelines. The Director provides guidance to engineering staff and technical expertise on city infrastructure projects.

Responsibilities

  • Direct the operations of the Engineering Department.
  • Plan, design, and oversee municipal engineering projects related to civil infrastructure and transportation systems.
  • Ensure projects meet regulatory standards and align with city goals.
  • Provide strategic leadership and guidance to engineering staff.
  • Oversee the management of the Traffic Engineering Division and ensure traffic engineering standards are executed.
  • Manage the City's Stormwater Utility and ensure compliance with stormwater permits.
  • Oversee the management of Transportation Engineering and Public Transit Division.
  • Coordinate with the Metropolitan Planning Organization on transportation planning studies.
  • Prepare and administer departmental and capital budgets.
  • Assist in planning and coordinating the design and construction of infrastructure projects.
  • Respond to requests for information and concerns from citizens and businesses.
  • Prepare reports and correspondence for the City Council and public.
  • Establish effective partnerships with clients and coordinate with the state Department of Transportation.
  • Evaluate development plans for compliance with city and state requirements.
  • Perform engineering calculations, project management, and report preparation.

Requirements

  • Bachelor's degree in Civil Engineering, Master's degree required.
  • Five years of experience in a governmental engineering department or related field.
  • 3-5 years of supervisory experience in a leadership role.
  • Professional Engineer (PE) license preferred.
  • Must be a Professional Engineer registered in North Carolina or able to obtain registration within six months.
  • Valid driver's license in North Carolina or ability to obtain one within six months.
