About the position

The Director of Legislative Affairs serves as a key liaison between the National Institute of Standards and Technology (NIST) and the United States Congress, focusing on science and technology policies, budgetary needs, and legislative strategies. This role involves leading a professional staff to cultivate relationships with congressional members and committees, overseeing the development of testimony and reports, and ensuring effective communication of NIST's programs and activities to Congress.

Responsibilities

  • Lead and manage a professional staff interfacing with Congress regarding NIST's science and technology plans and policies.
  • Cultivate and maintain productive relationships with congressional members and committees to share information and support ongoing dialogue.
  • Oversee the development of NIST testimony, briefings, and reports to Congress, anticipating congressional reactions.
  • Represent NIST in related forums and collaborate with stakeholders across various government agencies to meet mission objectives.
  • Develop and implement a comprehensive legislative strategy to facilitate NIST's interactions with Congress.

Requirements

  • One year of specialized experience equivalent to at least the GS-14 level, including experience in Congressional relations and legislative affairs.
  • Experience analyzing and evaluating policies, laws, and regulations related to congressional affairs.
  • Experience in developing legislative strategies and planning testimony and briefing materials.

Nice-to-haves

  • Experience working with intergovernmental affairs programs and policies.
  • Familiarity with federal budget processes and appropriations.
