The Pennsylvania Liquor Control Board (PLCB) is excited to announce an opportunity to join the senior leadership team! The Marketing and Merchandising Office has an opening for the Director. This position leads the Marketing and Merchandising Office in the direction and execution of the overall market, planning, and product strategy for all Fine Wine & Good Spirits retail locations, as well as all licensed retailers. This includes activities related to merchandise financial planning, product management and buying, forecasting, vendor and licensee relations, marketing and advertising, and in-store visual merchandising. This position is responsible for strategic planning, policy development, and administration of the statewide program for purchasing, product marketing, branding, and design of the Fine Wine & Good Spirit (FW&GS) stores within the PLCB. This position serves as the principal advisor and subject matter expert on all matters pertaining to the purchase and marketing of products for the PLCB, oversees the formulation of new policies, develops and revises policies and procedures, and researches and reviews programs and legislation to develop executive policy recommendations that will enable the PLCB to be a retail industry leader. Also, this position develops, implements, and administers marketing, merchandising, and financial plans and strategies; the communication and promotion of new products to consumers; and the coordination and administration of all purchasing and e-commerce sales conducted by the PLCB.

Responsibilities

  • Lead the Marketing and Merchandising Office in strategic planning and execution of market strategies.
  • Oversee merchandise financial planning, product management, and buying.
  • Manage vendor and licensee relations, marketing, advertising, and in-store visual merchandising.
  • Serve as the principal advisor on purchasing and marketing matters for the PLCB.
  • Develop and revise policies and procedures related to product marketing and purchasing.
  • Research and review programs and legislation to inform executive policy recommendations.
  • Implement and administer marketing, merchandising, and financial plans and strategies.
  • Coordinate and administer all purchasing and e-commerce sales for the PLCB.

Requirements

  • Nine years of professional experience performing purchasing, marketing, or merchandising functions, including three years of program and policy planning and development experience and four years of supervisory experience, and a bachelor's degree in marketing, merchandising, or a closely related field.
  • Five years of executive leadership experience managing a merchandise purchasing and marketing organization.
  • Five years of experience with product purchasing.
  • Five years of experience with product marketing, organizational branding, and marketing design.
