About the position

The Director of Business Operations (Public Service Manager II) position at the Department of Marine Resources in Augusta, Maine, is a senior management role responsible for overseeing the development, implementation, and compliance of the Department's financial and administrative functions. This position plays a critical role in advising the Commissioner's office on financial matters and ensuring that the agency operates efficiently and effectively. The Director will be tasked with the continuous monitoring of bureau finances, providing guidance on fiscal and administrative strategic planning, and ensuring that the agency adheres to its biennial budgets and annual work programs. In addition to financial oversight, the Director will be responsible for the strategic development and management of the agency's financial systems, funds, and grants. This includes establishing controls and reporting mechanisms to ensure compliance with agency policies related to safety, training, facilities and equipment management, IT resources, and travel. The role also involves managing critical relationships with all central service agencies of the State, including the Natural Resources Service Center, and overseeing agency staff responsible for procurement, contracts, and fixed asset management. The successful candidate will be a strategic and solution-oriented thinker, capable of leading an established team and effectively communicating with a diverse range of stakeholders. Limited telework opportunities may be available, subject to management approval, allowing for a flexible work environment that supports work-life balance.

Responsibilities

  • Oversee the development, implementation, and compliance with biennial budgets and annual work programs.
  • Continuously monitor bureau finances and provide guidance on fiscal and administrative strategic planning.
  • Strategically develop and oversee agency financial systems, funds, and grants, including controls and reporting.
  • Develop, implement, and ensure compliance with agency policies related to safety, training, facilities and equipment management, IT resources, and travel.
  • Manage critical relationships with all central service agencies of the State, including the Natural Resources Service Center.
  • Manage and oversee agency staff handling procurement, contracts, and fixed asset management.

Requirements

  • A combination of six (6) years of education and experience in Business Management, Public Administration, or a related field.
  • Four (4) years of program management experience in financial or budget management.
