JOB TITLE: Director of Capital Projects SUPERVISOR: Vice President for Facilities SUMMARY Principle responsibilities for this position require the candidate to have experience in the successful management of infrastructure projects of varying scope requirements. Key aspects in this position require architecture and/or engineering knowledge and expertise, capital construction acumen, finance, scheduling, and logistics management. Other key requirements include strong planning expertise and coordination while implementing capital projects within the operating environment at the LIU Brooklyn and LIU Post campuses; and other LIU properties. Key performance measures comprise strong and effective control of budgets and schedules of approved capital and deferred maintenance projects. This position reports to the Vice President for Facilities. Principle Responsibilities This position includes, but is not limited to the following key responsibilities: Capital Project Responsibilities * Secure LIU leadership decisions approving the implementation of the full scope requirements for specific capital projects prior to the commencement of any construction work. • Meet and collaborate with end-user to determine project design and construction requirements. * Develop the Scope of Work and Request for Proposal for Architectural and Engineering (A & E) Services and General Construction Services. * Evaluate and prioritize A & E technical and cost proposals based on target requirements. * Develop initial drawings and prepare preliminary budgets for approval. * Manage permit filings for NYC Local Law compliances, certificates of completion with NYC DOB, DOH, FDNY, ConEd, other local jurisdictions and utility providers. * Manage and submit the required documentation needed for grants to New York State, City of New York and federal agencies. * Manage architect and/or engineeringproposal/submittal documentation by implementing a reviewof the design progressthat verifies that the university'sconstructionstandards are being met. * Collaborate and coordinate capital project work including the impact, if any, on the university's outsourced operations partners; primarily to address, assess and determine if there are issues adversely affecting ongoing operations, including deferred maintenance projects. * Review A & E drawings and other relevant documentation with end-users * Determine if the required capital project work should be implemented by inhouse operations personnel, use of a General Contractor or Bid Inquiry to separate trades in those instances where LIU Capital Project Management acts as the General Contractor. * Manage and/or develop construction Scope of Work; Request forProposals; including response coordination of Request For Information documentation. * Prepare architectural floor plans and MEP plans for projects that do not require consulting architects and/or engineers. * Determine project equipment or specific items for direct purchase by LIU and create documents for that competitive bidding process. * Order direct purchase items and coordinate installation into project. * Manage, lead and coordinate site visits, and respond to questions (RFI) as required during the bid inquiry/RFP process. * Manage and coordinate the evaluation of construction proposals and provide written recommendations. * Prepare architectural floor plans and MEP plans for projects that do not require consulting architects and/or engineers. * Coordinate and write most construction contracts and track through approval process. * Develop construction contracts and track through approval process. * Coordinate documents required for state reimbursement programs * Collect and Process documents required for HECap and other state grant agencies for both Brooklyn and Post projects. * Manage and control general contractors and/or subcontractors during construction; coordinate all work within the university and scope requirements. * Review work in progress with university trade foremen to verify compliance with university standards. * Host regularly scheduled site meetings to keep projects on track. * Manage any change orders effectively and efficiently. * Review, verify invoice accuracy and provide first level approval of invoices. * Prepare a punch list for substantially completed projects, determine and signoff on final approval. * Provide regularly scheduled updates to LIU leadership on project progress and finances * Coordinate and distribute maintenance requirements to outsourced partners. * Finalize Certificates of Completion with local, state and governmental agencies, as required: o City of New York and governing agencies o Village of Brookville. o Village of Old Westbury o Nassau County Department of Health. o Nassau County Fire Marshall. o Jericho WaterDistrict. o State of New York. o Federal Agencies. * Finalize, and organize all drawings, specifications and operating manuals * Coordinate and implement electronic documentation and paperwork, as part of project close-out. * Update campus Project List. * Coordinate legal and financial reviews for all capital projects o with Legal and Purchasing to review & update contracts o Construction 'C' Contract o Contracts for Architects o Contracts for Engineer * Develop and update Construction Document Library o Change OrderForms o Change Order Logs o Drawing Logs o Job Cost Spreadsheet o AIA documents * Develop and update campus General Conditions Document and site-specific requirements. * Update Maintenance Manual Library * Update campus Construction Standard Manuals o Meet with Outsourced Partners to review any changes to standards o Create and update an electronic copy of standards. * Update drawing archives o Remove duplicates. o Coordinate all drawings by building. o Mark latest drawings. o Update electronic copies of drawing summary. Education Requirements/Qualifications: * 10+ years' experience managing capital projects in an education, higher education, healthcare, commercial, public assembly or related environment. * 5+ years' experience with Local government villages, NCFM, City of New York Local Law compliances, DOB, FDNY, DOH filings, permits and obtaining certificate of occupancies and TCOs. * In-depth knowledge of New York City Building codes and policies. * Auto CAD, Revit, SketchUp design skillsets a plus. * Bachelors degree in Architecture or Engineering. Training, Skills, Knowledge, Experience: Experienced in capital project management incorporating planning and design, operations, maintenance, restoration, rehabilitation, renovation and construction. A skilled planner adept at prioritizing and managing multiple concurrent projects. Competent with electric and HVAC systems. Proficient in refurbishment, construction and restoration projects with a successful history of managing different sizes and complex projects. Working knowledge of local, city, state and federal codes and ordinances. Ability to read, understand blueprints and the application project management software and systems.
