About the position

The Director of Finance administers all aspects of the school system's business operations, including financial accounting, budgeting, strategic planning, and oversight of the Business Office, Accounts Payable, Payroll, and Facilities. This role involves managing a municipal financial accounting system, preparing the annual budget and monitoring expenditures, preparing and analyzing strategic and long-range planning projections, and identifying cost-savings opportunities. Additionally, the Director of Finance will oversee facilities and the maintenance and upkeep of school facilities, ensuring a safe and conducive learning environment for students and staff.

Responsibilities

  • Oversees the management of all aspects of the business office, and school facilities
  • Works with the Superintendent and School Committee to determine budget guidelines; leads the development of the annual budget in conjunction with the administration and participates in communicating and presenting the budget to the School Committee, Town officials, faculty and staff, taxpayers and other constituencies
  • Prepares quarterly reports and projections for the Superintendent and School Committee on the status of the budget versus expenditures; prepares periodic analyses as requested by Superintendent
  • Oversees the Asst. Business Manager in preparing state and federal financial reports in support of grants and compliance requirements
  • Directs the competitive bid process and negotiates vendor contracts. Develops and manages all legal contracts for the School Department in consultation with counsel
  • Monitors monthly and annual energy consumption rates and costs and oversees energy conservation practices
  • Implements and supervises policies regarding community use of facilities, pool and fields
  • Supervises implementation of policy and regulations regarding non-resident pupils; collects tuition and deposits with Town Treasurer
  • Serves as liaison with Town Finance Director, Town Human Resources Director, Treasurer and Town Manager
  • Oversees the business office in the processing of invoices, warrants and payroll
  • With the Director of Human Resources serves as the school administration collective bargaining representatives with all support staff units; serves as liaison to School Committee; prepares reports, proposals, and financial analyses as needed
  • Oversees all financial contractual obligations and works closely with the Director of Human Resources regarding compensation and new hires
  • Leads committees and prepares reports for the Superintendent, as requested; attends School Committee meetings
  • Assists in system-wide strategic and long-range planning; prepares annual enrollment report, K - 12 projections, and census report
  • Provides support to Principals and other administrators in relation to finance and facilities
  • Attends conferences and meetings related to current school business and personnel practices; represents the Superintendent at local and/or state meetings, as requested
  • Performs other duties as requested by the Superintendent
  • Evaluates the Asst. Business Manager, Business Office Staff, Accounts Payable, Payroll Specialist, and Facilities Director
  • Required attendance at the School Committee, building committee and other evening meetings
  • Leads building projects in partnership with the Superintendent
  • Other duties assigned by the Superintendent

Requirements

  • Minimum of a Master's Degree in Business Administration, Accounting or Finance
  • Certification as a School Business Administrator required
  • Credentials to satisfy certification requirements of the Commonwealth of Massachusetts; Massachusetts Certified Public Purchasing Official (MCPPO) certification preferred
  • Minimum of five years of experience in a leadership role, preferably within a K-12 school district, with a focus on business and finance
  • Exemplary performance and demonstrated leadership in business and finance, municipal financial management, or a school administrative position, such as a Director of Finance, Business Manager
  • Strong analytical and computer skills required to support database management forecasting, cost-benefit analysis and decision-making activities
  • Demonstrated understanding of current trends and best practices in school finance
  • Strong leadership and communication skills, with the ability to manage staff, build consensus, and collaborate effectively with diverse stakeholders
  • Proven ability to develop and implement strategic plans and manage complex projects
  • Data-driven decision-making skills and experience with data analysis tools
  • Budget management experience
