About the position

The Director of Finance is a pivotal role within the Saint Cloud Metropolitan Transit Commission, tasked with overseeing the complex financial administration of various transit grant programs funded by federal, state, and local sources. This position involves managing the entire lifecycle of grant applications, ensuring compliance with regulations, and fulfilling mandated reporting requirements. The Director will also be responsible for the preparation of the annual budget, which encompasses both capital and operational planning, as well as revenue monitoring. This role requires a keen understanding of accounting principles, revenue generation, statistical analysis, debt management, investments, payroll processing, and financial performance reporting. Additionally, the Director of Finance will oversee procurement and accounting functions, ensuring that all financial activities align with organizational goals and regulatory standards. As the designated Disadvantaged Business Enterprise (DBE) Officer, the Director will also play a crucial role in promoting and ensuring compliance with DBE regulations, fostering an inclusive environment for disadvantaged businesses within the transit sector. This position demands a strategic thinker who can navigate the complexities of public sector finance while providing leadership and direction to the finance team. Responsibilities

  • Oversee the financial administration of federal, state, and local funded transit grant programs.
  • Manage grant application processes, compliance management, and mandated reporting.
  • Prepare the annual budget, including capital and operational planning.

  • Supervise accounting, revenue, statistics, debt, investments, and payroll functions.

Requirements

  • Bachelor's degree in accounting, finance, business administration, public administration, or a related field.
  • Seven years of financial management experience, including public sector budgeting.
  • Five years of management and supervision experience or an equivalent combination of education and experience.
