About the position

The Director of Finance is responsible for overseeing the financial operations of North Andover Public Schools, ensuring compliance with local, state, and federal regulations. This role involves budget planning, financial reporting, and collaboration with various stakeholders to enhance the financial management of the school system. The Director will lead a team, manage financial records, and provide strategic recommendations to the Superintendent and School Committee.

Responsibilities

  • Maintain all business and financial records according to school district requirements and in compliance with Massachusetts State Laws or Federal Regulation.
  • Assist the Superintendent of Schools and the School Committee in preparation and management of the annual budget and overall financial planning.
  • Perform budget analysis and ensure proper controls of all accounts including operational budget, revolving accounts, and grants.
  • Recommend prudent management decisions concerning changes in budget plans during the school year.
  • Analyze and interpret financial data and recommend changes to improve the system.
  • Forecast budget line items and prepare and maintain long-term budgeting framework.
  • Oversee the preparation of local, state, and federal financial and statistical reports relative to his/her areas of responsibility.
  • Provide supervision of accountants and assistants.
  • Lead the development of improvements in the financial management of the school system including budget methods, purchasing and bid procedures, requests for proposals, as well as budget format and presentations.
  • Collaborate with community and municipal organizations in interpreting the financial needs and impact of the school system by providing program and financial data and analyses.
  • Attend School Committee meetings, including relevant sub-committee meetings, as required by the Superintendent.
  • Prepare and/or review all documents used for soliciting quotations, bids, requests for proposal and requests for information and ensure that proper procurement procedures are in place.
  • Recommend the awarding of bids and other types of procurements.
  • Assist the Superintendent and the School Committee in the collective bargaining process by providing cost analysis and impact of direct and indirect economic benefits.
  • Oversee the disbursement of School District funds to vendors and resolve all billing problems.
  • Prepare accounting practices that record all receipts and disbursements including grant receipts in revolving accounts and general accounts.
  • Initiate efficient purchasing procedures.
  • Estimate local, state, and federal revenue receipts.
  • Oversee the proper execution of all contracted services provided to the school district by outside vendors.
  • Collaborate with other administrators, staff, and town officials for the preparation of processing of Insurance Claim Reports.
  • Coordinate purchase order systems and all other documentation necessary for ordering supplies, equipment, and services necessary for the operation of the school district.
  • Supervise the School District portion of the Town of North Andover's annual independent audit.
  • Oversee all staff involved with Student Activity Accounting, including training, distribution of policies, procedures, and forms, and supervising the annual external audit of all student activity funds.

Requirements

  • Degree in Business Administration, Accounting, Finance or related field required.
  • Five years of municipal purchasing experience or any combination of education, training, and experience.
  • Knowledge and experience in municipal finance, purchasing, and budgeting procedures; school experience preferred.
  • Ability and experience in district-wide budget planning and monitoring.
  • Ability to work cooperatively and responsively with all constituencies within the school and municipal community.
  • Demonstrated knowledge of relevant local, state, and federal laws and regulations related to school district operations.
  • Excellent organization and interpersonal skills with the ability to work on multiple duties simultaneously and time management skills to complete assignments in a timely manner.
  • Leadership skills with experience in supervision and evaluation of staff.
