About the position

The Director of Finance at Outreach Community Health Centers is responsible for overseeing the administrative functions of the agency, which includes finance, risk management, and grant/funding activities. This role ensures compliance with agency policies and procedures while reporting directly to the Chief Executive Officer. The Director will prioritize, schedule, and delegate work assignments to the administrative and finance staff, ensuring optimal internal administrative service. This position plays a crucial role in grant administration, overseeing all aspects of funding and reporting to ensure accuracy and timeliness. In addition to grant administration, the Director will oversee the agency's budgeting and reporting processes to the Board of Directors and funding sources. A significant responsibility includes maximizing billing to third-party resources, such as contracted funding sources, Medicare, Medicaid, and private pay arrangements. The Director will also act as staff to the Finance Committee of the Board of Directors and other assigned committees, ensuring accurate and timely reporting and information dissemination. The role involves risk management duties, ensuring that all agency assets are adequately protected, and representing the agency in outside committees and taskforces. The Director will assist in writing and renewing grants, as well as obtaining new grants, and will contribute to the development of Board policies and agency procedures. Cash flow management is another critical aspect of this position, ensuring that the agency can meet its financial obligations. The Director will oversee audit preparations to meet OMBA-133 standards and complete special projects as assigned. Compliance with all local, state, and federal regulatory agencies is essential, as is ensuring that employees are trained in processes and methods to achieve organizational standards for quality, quantity, and safety. The Director must maintain technical competency and stay current with industry technology and changes, ensuring that all required paperwork and documentation are completed accurately and timely. Finally, the Director will ensure compliance with safety and work rules and regulations, maintaining departmental housekeeping standards, and processing accounts payables and cash receipts as needed. This position requires strong leadership and management skills, as the Director will be responsible for interviewing, hiring, training, and appraising employee performance, as well as addressing complaints and resolving problems.

Responsibilities

  • Directly supervise administrative and finance staff to ensure optimal internal administrative service.
  • Oversee all grant administration, including funding and reporting, ensuring accuracy and timeliness.
  • Oversee agency budgeting and reporting to the Board of Directors and funding sources.
  • Maximize billing to third-party resources, including contracted funding sources, Medicare, Medicaid, FQHC, insurance, and private pay arrangements.
  • Act as staff to the Finance Committee of the Board of Directors and other assigned committees, ensuring accurate and timely reporting and information.
  • Perform duties as a member of the risk management team, ensuring all agency assets are adequately protected.
  • Represent the agency to outside committees and taskforces.
  • Assist in writing and renewing grants, as well as obtaining new grants.
  • Assist in the development of Board policies and agency procedures.
  • Oversee and ensure adequate cash flow to meet agency financial obligations.
  • Oversee and prepare the audit to meet OMBA-133 standards.
  • Complete special projects as assigned.
  • Ensure organizational compliance with all local, state, and federal regulatory agencies.
  • Ensure the training of new and present employees in processes and methods to achieve organizational standards for quality, quantity, and safety.

Requirements

  • Bachelor's degree in Accounting, Finance, Business Administration, Economics, or a related field.
  • 7-10 years of related experience in finance, accounting, or a similar field.
  • CPA (Certified Public Accountant) designation is desirable but not mandatory.
  • Valid driver's license.
