About the position

The Director of Finance at the Asheville Housing Authority is responsible for overseeing and implementing the financial activities of the organization. This role is crucial in ensuring the effective utilization of program funds through stringent budgetary controls and comprehensive financial analysis. The Director will manage a variety of administrative and supervisory tasks, including maintaining financial records, preparing internal reports, and approving general ledger entries. Additionally, the Director will oversee the investment of agency funds and prepare and analyze budgets related to low-income housing, the Housing Choice Voucher Program, and various capital or modernization grant programs. This position reports directly to the CEO and plays a vital role in strategic and tactical budget management, cost-benefit analysis, forecasting, reporting, audit compliance, and securing new funding. The Director must maintain confidentiality regarding all Housing Authority matters and exercise tact and courtesy in interactions with federal and local officials, auditors, and departmental personnel. This is an exempt position under the Fair Labor Standards Act (FLSA).

Responsibilities

  • Monitor and direct the financial activities of the Asheville Housing Authority.
  • Develop the annual operating budget in collaboration with the CEO and executive management staff.
  • Ensure programmatic success through cost analysis support and compliance with all contractual and programmatic requirements.
  • Interpret legislative and programmatic rules and regulations to ensure compliance with federal, state, local, and contractual guidelines.
  • Supervise all financial activities and maintain an efficient management control and reporting system.
  • Analyze operating budgets to ensure compliance and maintain effective fiscal control for all Housing Authority programs.
  • Ensure overall Housing Authority budgets reflect sound fiscal management and compliance with federal regulatory requirements.
  • Implement adequate internal controls and ensure required documentation is available for audit compliance.
  • Establish and supervise computerized accounting systems for all Housing Authority programs and affiliated non-profit businesses.
  • Act as the point of contact for the annual audit process with third-party firms.
  • Oversee the year-end process, including closing out revenues and expense accounts and preparing year-end reports.
  • Review and make recommendations based on financial reports and audit investigations.
  • Supervise, train, and evaluate Accounting Department staff, ensuring compliance with policies and regulations.

Requirements

  • Bachelor's degree in accounting or related field from an accredited college or university or equivalent work experience required.
  • Certified Public Accountant (CPA) license preferred.
  • 3-5 years of accounting and management experience with the day-to-day financial operations of an organization of at least 100 employees, or with a CPA firm advising such businesses.
  • Two years of direct HUD and/or Housing Authority experience required.
  • Experience with Yardi & Rent Café preferred.

Nice-to-haves

  • Experience in non-profit financial management.
  • Knowledge of federal regulations related to housing authorities.
  • Familiarity with financial reporting standards and practices.
