About the position

The Director of Finance at Central Consolidated Schools is a pivotal role responsible for overseeing the financial operations of the district. This position requires a comprehensive understanding of financial management principles, particularly in the context of educational institutions. The Director will be tasked with recording, analyzing, and reporting financial transactions in accordance with Generally Accepted Accounting Principles (GAAP). This includes ensuring compliance with applicable laws, regulations, and the Public Education Department's General Administrative Regulations. The Director will provide timely, accurate, and relevant financial information to district employees, the Board of Education, and the community, ensuring transparency and accountability in financial matters. In addition to financial reporting, the Director will oversee all aspects of payroll, accounts payable, purchasing, financial reporting, bookkeeping, and federal programs. This role involves analyzing, developing, and implementing policies and procedures that enhance the efficiency and effectiveness of the district's business operations. The Director will also be responsible for preparing year-end financial statements and providing all necessary financial documentation to the New Mexico Public Education Department and federal agencies. Furthermore, the Director will manage the integrity and security of the financial system database, ensuring that all financial data is accurate and secure. The position requires the Director to effectively handle employee and community complaints related to finances, present budgets to the public and the Board of Education, and respond to inquiries regarding budget adjustments. The Director will also monitor cash flow, oversee billing to federal grants, and determine available funds for salary increases and other budget necessities. Attendance at Board of Education meetings is required, and the Director must comply with Board policies and administrative procedures. Other duties may be assigned as necessary, related to the scope of the position.

Responsibilities

  • Record, analyze and report financial transactions in accordance with GAAP.
  • Ensure compliance with applicable laws, regulations, and rules.
  • Provide timely, accurate, and relevant financial information to district employees, Board of Education, and the community.
  • Oversee payroll, accounts payable, purchasing, financial reporting, bookkeeping, federal programs, and Visions operations.
  • Analyze, develop, and implement policies, procedures, and systems to improve district business operations.
  • Provide financial reporting to the New Mexico Public Education Department and federal agencies.
  • Oversee audits and respond to audit findings.
  • Maintain financial system database integrity and security.
  • Prepare year-end financial statements for the district.
  • Handle employee and community complaints related to finances.
  • Present budget to the public and respond to questions.
  • Present budget adjustments to the Board of Education and other relevant parties for approval.
  • Provide financial reports and documentation to the Board of Education.
  • Make adjusting and budget journal entries.
  • Oversee billing to federal grants and other income sources.
  • Invest district funds and maintain reconciliation of investments.
  • Monitor accounts for negative line items and cash flow.
  • Attend Board of Education meetings and comply with policies and procedures.

Requirements

  • Knowledge of Dine language, culture, and history preferred.
  • Knowledge of payroll accounting highly desirable.
  • Knowledge of Visions software highly desirable.
  • Knowledge of basic office and accounting procedures.
  • Advanced knowledge of Microsoft Excel, including pivot tables and formulas, required.
  • Ability to pass employment verification and background check.
