About the position

The Norfolk Redevelopment and Housing Authority (NRHA) is seeking a Director of Finance to provide managerial direction to financial administration and reporting operations. This role is crucial in ensuring effective and efficient administration of NRHA's financial policies and programs. The Director will coordinate administrative financial functions across NRHA departments and serve as the technical authority on financial policy implementation and administration matters. The position involves overseeing financial audit engagements, participating in financial policy and procedures planning, and supervising subordinate Finance department staff. The Director will apply considerable independent judgment and initiative, engaging with government officials, independent agencies, and the public, where contact may have critical and organization-wide impact. The Director of Finance will manage the formulation and implementation of operational objectives and strategies for the Finance department. This includes assessing internal and external factors relevant to the administration of NRHA's financial and budget development policies and programs. The Director will develop department objectives, allocate resources, and evaluate the results of department and budget development programs, directing corrective actions as necessary. Daily financial operations will be overseen, including the review and approval of transactions to ensure sound financial processes and adequate cash flow. The Director will also monitor cash flow, approve wire transfers and investment transactions, and review financial performance reports. In addition to supervising subordinate staff, the Director will advise and guide staff on financial system issues and participate in NRHA's strategic planning involving financial management issues. The role requires coordination of the annual audit engagement, establishing procedures for completing the audit, and ensuring compliance with regulatory and contract requirements. The Director will also coordinate the documentation and monitoring of Program Reserves and the financial administration of independent entities, ensuring proper functioning and compliance with financial administration procedures. The Director will represent NRHA before government officials, auditors, and other stakeholders, presenting information on NRHA's financial activities and serving as a liaison for various commissions and committees. Training of subordinate staff in financial policy changes and maintaining current knowledge of accounting principles and trends are also key responsibilities. The position may involve special projects as requested by senior management, contributing to the overall mission of NRHA to provide safe and well-maintained housing for low-income families in Norfolk, Virginia.

Responsibilities

Requirements

  • Bachelor's degree in Business Administration with a concentration in Accounting.
  • 6 to 9 years of progressively responsible public-sector accounting supervisory or management experience.
  • CPA preferred but not required.
  • Comprehensive knowledge of accounting concepts, principles, methods, practices, and trends.
  • Knowledge of computerized financial systems and related software applications.
  • Strong leadership, consulting, negotiating, persuasive, and supervisory skills.
  • Advanced analytical ability to comprehend complex financial information and legislation.
  • Excellent oral and written communication skills to present complex information clearly.

Nice-to-haves
