About the position

The Director of Finance at Batavia Park District is responsible for overseeing the financial operations of the District, which includes managing accounting, reporting, investments, payroll systems, and regulatory compliance. This role involves developing financial strategies to meet the District's goals and managing an annual budget exceeding $11 million. The Director supervises key staff members and plays a crucial role in ensuring the financial integrity and operational efficiency of the District.

Responsibilities

  • Oversee the District's financial software, including Paycor and Tyler ERP-Pro.
  • Develop and implement financial strategies to meet the overall vision and goals of the District.
  • Direct and coordinate the development of the District's budget, ensuring conformity to the goals of the District.
  • Assist in the development of the District's Capital Development Plan and long-term capital and recreation program pricing financial models.
  • Administer banking functions including deposits, wire transfers, and reconciliations.
  • Prepare and maintain all financial records and related reports.
  • Coordinate the annual audit with independent auditors and prepare the District's Annual Comprehensive Financial Report.
  • Prepare annual tax levy, budget and appropriation ordinance, and other required financial documents.
  • Supervise, train, and evaluate the Customer Relations Manager and Payroll & Accounts Payable Coordinator.
  • Administer debt management and issuance, including bond type and timing.
  • Administer the District's investments in accordance with investment policy and state statutes.
  • Review and approve various journal entries in the District's financial system.
  • Establish and maintain proper internal controls throughout the District.
  • Monitor financial practices and fiscal policies to ensure compliance with laws and procedures.
  • Serve as a FOIA officer for the District.
  • Prepare presentation materials for the Executive Director and Board communications.
  • Manage contractual services for the District's IT vendor and oversee IT budgets.

Requirements

  • Bachelor's degree in Finance, Accounting, Business, Public Administration or related field required; Master's degree preferred.
  • CPA or CPFO highly desirable.
  • Minimum of 5 years progressive work experience and supervisory experience required.
  • Experience with fund accounting is mandatory.
  • Knowledge of public finances and generally accepted accounting principles as applicable to governmental agencies.
  • Ability to analyze business practices and internal controls.
  • Familiarity with the Park District Code and legal regulations related to financial operations.
  • Working knowledge of financial software and analytical skills to interpret data.
  • General computer skills including Microsoft Word and Excel.
