About the position

The Director of Finance position is responsible for managing the finance department of the bank, including accounting; financial reporting and analysis; balance sheet management including asset/liability modeling and related analysis and reporting; planning; shareholder relations; and model management while ensuring a comprehensive set of controls and processes designed to mitigate risk and enhance the accuracy of the bank's reported financial results. The position oversees the implementation of accounting policies and procedures and systems to ensure effective financial controls and is responsible for performing intermediate and advanced duties related to accounting and finance while ensuring that accounting processes comply with generally accepted accounting principles, as well as state and federal banking regulations.

Responsibilities

  • Oversee and ensure the maintenance of a documented system of accounting and Asset-Liability Management, including related policies and procedures
  • Oversee and ensure proper management of the operations of the accounting function of the bank, including the design of an organizational structure and policies and procedures adequate for achieving the bank's goals and objectives
  • Management and monitoring of the bank's liquidity and capital
  • Manage 3rd party providers related to investment portfolio and balance sheet management
  • Manage annual budget process, including gathering input from business unit managers and consideration of board and shareholder expectations
  • Management of banks general insurance
  • Responsible for complex accounting, including but not limited to tax calculations, lease accounting, sale accounting and equity awards
  • Ensure proper maintenance of the chart of accounts
  • Oversight of accounts payable, reconciliation, fixed assets, bond accounting and related accounting functions
  • Responsible for maintenance of vendor management system and process, including contract review, tracking, risk assessments and ongoing monitoring
  • Responsible for accuracy of bank holding company financials, including intercompany transactions, eliminations, and consolidations
  • Responsible for the accurate and timely completion and submission of bank and bank holding company financial reports, including the FFIEC quarterly call report and FRY-9 and FRY-6
  • Ensure the issuance of timely and complete financial statements for the bank and bank holding company
  • Ensure accurate and timely preparation of the corporate annual report and financial press releases
  • Preparation of management and board financials, including analysis of results, reporting of significant issues to management and peer comparison
  • Maintenance and preparation of cost studies, such as loan expense deferral
  • Ensure timely and accurate preparation of the quarterly and annual tax returns for the bank and bank holding company
  • Ensures accuracy of data provided to 3rd parties for interest rate risk modeling and balance sheet management and reviews results for accuracy and reasonableness and assists in presentation of results and recommendations to Asset Liability Committee
  • Working with Treasury Analysts, provide support to all business units for complex financial reporting and analysis
  • Maintain a documented ALCO process, including policies and procedures
  • Working with CFO and 3rd party, review investment options, review portfolio reports and provide recommendations to management and the board
  • Working with CFO and 3rd party, ensure accuracy in reports to ALCO and assist with meetings and discussions and take action on decisions, as applicable
  • Maintain and monitor liquidity position, including daily cash management, management of borrowing line and correspondent bank relationships
  • Responsible for preparation of the annual financial plan, periodic forecast and strategic financial plan, including balance sheet projections, rate assumptions and non-interest income and expense estimates, ensuring accuracy of calculations and understanding of assumptions
  • Prepares related presentations and provides analysis of results
  • Provides research, analysis and support for strategic projects such as branch or market expansion
  • Assists with strategic planning and related initiatives
  • Primary contact for shareholders including address changes, obtaining proxy votes and other coordination with stock transfer agent and shareholders
  • Responsible for equity awards and the related accounting system, ensuring timely and accurate reporting and issuance of grants and vestings
  • Responsible for preparation of quarterly shareholder report and assists CFO with preparation for shareholder meetings
  • Coordinate with external and internal auditors for their periodic reviews in accounting and financial reporting
  • Primary contact for regulators of the bank during their examinations in relation to accounting
  • Comply with local, state, and federal government reporting requirements and sales tax filings

  • Complies with Bank policies and procedures relating to the Bank Secrecy Act (BSA), and Anti Money Laundering (AML) and Office of Foreign Asset Control (OFAC) guidance. Report suspicious activity to the BSA Department through a Suspicious Incident Report (SIR).

Requirements

  • Bachelor's degree in accounting or business administration, or equivalent business experience
  • 15+ years of progressively responsible experience for a community bank or division of a large corporation
  • Preference for candidates with Certified Public Accountant, master's degree in business finance or Certified Management Accountant designations
  • Advanced math skills including knowledge of gap accounting principles and advanced accounting skills
  • Effective oral, written, and interpersonal communication skills
  • Ability to deal with difficult problems involving multiple facets and variables in non-standardized situations
  • Effective organizational and time management skills
  • Ability to work with minimal supervision while performing duties
  • Current California driver's license and a vehicle with appropriate insurance coverage if required to drive while performing assigned duties and responsibilities
