About the position

The Director of Fiscal Policy Analytics and Innovation plays a crucial role in the Finance Unit of the MO HealthNet Division, focusing on fiscal policy implementation, budget analytics, and oversight of financial systems supporting the State's Medicaid program. This position involves direct engagement and supervision of various financial units, coordination of efforts between finance administration and project teams, and active participation in budget forecasting and sustainability strategies.

Responsibilities

  • Assist the Finance Director in fiscal policy implementation and budget analytics.
  • Oversee the financial systems that support the State's Medicaid program.
  • Supervise the Budget, Rate Setting, Compliance, Financial Operations, Institutional Reimbursement, and Hospital Policy & Reimbursement units.
  • Coordinate efforts between the Finance Administration unit and major project teams.
  • Engage in MO HealthNet budget forecasting and preparation, appropriation requests, and monitoring of expenditures.
  • Develop budget analytics and performance measures related to financial reporting and sustainability efforts.
  • Seek out financial and efficiency opportunities using project performance improvement tools.
  • Evaluate existing program costs and effectiveness and assist in planning and implementing new programs.
  • Leverage federal participation for applicable initiatives.
  • Coordinate and implement Managed Care fiscal policy and oversee rate setting and actuarial activities.
  • Implement provider reimbursement and financial policy activities.

Requirements

  • Bachelor's degree in Accounting, Finance, Economics, Public or Business Administration, or a closely related field.
  • Four or more years of professional experience in accounting, auditing, purchasing, budgeting, fiscal management, or general management with fiscal responsibility.
  • A combination of education and experience may substitute for the stated qualifications.

Nice-to-haves

  • Experience in state budgeting processes and health-related insurance operations.
  • Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma.
  • Completion of Missouri Way, Leadership Academy, and similar programs.
