About the position

The Director of Government Affairs & Compliance will drive Skylo's global regulatory, spectrum, data privacy, and security strategy for Non-Terrestrial Network (NTN) and Direct-to-Device (D2D) operations. This role includes securing service authorizations, ensuring regulatory compliance, and representing Skylo with government agencies, international organizations, and trade associations. The candidate will advocate for satellite and NTN initiatives, draft responses to regulatory consultations, and shape industry-wide policies on satellite regulations and spectrum policy.

Responsibilities

  • Lead Skylo's regulatory, spectrum, and standards strategy on a global basis, advocating at international organizations such as the International Telecommunication Union (ITU), the Inter-American Commission on Telecommunications (CITEL), and the African Telecommunications Union.
  • Support Skylo's Certification team with setting standards for new chipset, module, and device certification.
  • Lead efforts to further device type acceptance and standards-setting activities in priority countries.
  • Support securing service authorizations for NTN services focusing on Africa, Middle East, and the Americas.
  • Manage regulatory compliance and keep abreast of regulatory trends regarding NTN and D2D policy.
  • Develop company positions on multilateral consultations and manage relations with foreign governments and telecom regulatory entities.
  • Engage in public policy debates on satellite spectrum and licensing.
  • Provide strategic advice on regulatory issues, device type acceptance, privacy and data security matters, spectrum, and technology development to executive leadership.
  • Oversee Skylo's participation in multilateral organizations and international conferences.
  • Manage cross-functional teams to ensure global regulatory compliance with telecommunications and privacy and data security mandates.

Requirements

  • 15+ years of experience in international government affairs, regulatory policy, spectrum management, and satellite technology.
  • Experience in multilateral organizations, including ITU, OAS, and regional spectrum agencies.
  • Experience in securing regulatory approvals and authorizations in the satellite communications sector.
  • Proven ability to lead complex international regulatory strategies and advocate for spectrum allocation.
  • Strong knowledge of mobile satellite services (MSS), the Internet of Things (IoT), and privacy and security regulations.
  • Strong communication and negotiation skills.
  • Fluency in Spanish a requirement, other language skills a plus.
  • Proven track record of engaging with government officials, regulatory bodies, and trade associations at a global level.
