About the position

Morgan State University's Office of Human Resources (OHR) is seeking a dynamic and experienced individual to fill the role of Director of HR Partnerships & Employee and Labor Relations. This pivotal position will report directly to the Associate Vice President & Chief Human Resources Officer and is integral to the execution of President Wilson's strategic plan, Transformation Morgan 2030: Leading the Future. The Director will be responsible for driving a strategy that fosters innovation, learning, and cross-cultural collaboration within the university community. This role requires a strategic leader who can effectively implement behavioral and organizational goals that align with MSU's core values and professional standards. The Director will lead a team dedicated to enhancing professionalism and service delivery across the MSU community. Key responsibilities include collaborating with the OHR to communicate and enforce university policies, providing performance management guidance to line management, and managing employee and labor relations themes. The Director will also participate in collective bargaining negotiations and assist in the rollout of HR programs. This position serves as a frontline resource for client areas, providing guidance on HR policies and procedures, and identifying training opportunities to support HR-related development. In addition to these responsibilities, the Director will be tasked with setting and managing client expectations regarding employee relations and performance management, ensuring that the HR services delivered by the Employee & Labor Relations team are effective and aligned with the university's goals. The successful candidate will play a crucial role in shaping the HR landscape at Morgan State University, making this an exciting opportunity for a seasoned HR professional.

Responsibilities

  • Collaborate with the OHR to communicate and enforce university policies, guidelines, programs, and directives.
  • Provide day-to-day performance management guidance to line management, including coaching, counseling, career development, and disciplinary actions.
  • Manage and track employee and labor relations themes and prepare reports.
  • Participate in collective bargaining negotiations.
  • Assist in the rollout and implementation of HR programs.
  • Provide guidance and interpretation of HR policies and procedures, serving as a front line resource for client areas.
  • Recommend modifications regarding existing HR practices to manage, develop, coordinate and implement changes as needed.
  • Set and manage client expectations and activity regarding employee relations and performance management.
  • Identify and develop HR-related training opportunities.
  • Coordinate the delivery of HR services of the Employee & Labor Relations team.

Requirements

  • Bachelor's Degree in Business, Human Resources, Psychology, Communications or related field from an accredited college or university.
  • A minimum of five (5) years of related experience.
  • A minimum of two (2) years of supervisory experience.

Nice-to-haves

  • Master's Degree or J.D. from an accredited college or university.
  • HR related certification or designation (CPTD, PHR, SPHR, SHRM-CP, SHRM-SCP, etc.).
  • Experience in a higher education or non-profit organization.
