About The Position

The Director of Human Resources is responsible for all human resources functions, including labor and employee relations, recruitment and staffing, compensation and regulatory compliance, etc. at hospitals affiliated with Icahn School of Medicine at Mount Sinai. Responsible for day-to-day administration of labor relations policies and collective bargaining agreements. Directs subordinates and ensures adherence to established policies and practices. Develops and implements appropriate corrective actions necessary to limit sources of employee conflicts and grievances and improve employee relations climate. At least 5 years senior level experience in the management of labor relations is essential.

Requirements

  • Master's degree in Human Resources, Industrial & Labor Relations/related field or a combination of equivalent education and experience.
  • 8 (eight) years of experience in Human Resources, Labor Relations in hospital required.
  • Experience in strategic planning and execution, formulating policy, building and developing financial plans, managing resources and leading successful teams.
  • PHR or SPHR preferred.
  • Intermediate level of Microsoft Office Suite required.

Responsibilities

  • Oversees the daily operation of the HR department, including managing work assignments and identifying and resolving ad hoc issues, and monitoring progress of ongoing department initiatives.
  • Responsible for day-to-day administration of labor relations policies and collective bargaining agreements; interprets agreements and policies and provides advice and guidance to managers.
  • Provides administrative direction and coordination in the formulation, interpretation and administration of Human Resources protocols and procedures throughout Elmhurst Hospital Center (EHC) and Queens Hospital Center (QHC).
  • Directs employee relations activities directly or through subordinates; investigates sources of bargaining and non-bargaining unit grievances; develops and recommends appropriate corrective actions, and advises managers on communications approaches, progressive discipline, documentation, dispute resolutions.
  • Assist the Associate Dean for Faculty, Staff & Trainee Relations and the Associate Dean & Chief Operation Officer for the Affiliates at ISMMS in matters pertaining to Human Resources and Labor Relations functions.
  • Directly supervises human resources staff at Mount Sinai Services.
  • Administers, enforces Elmhurst Hospital Center (EHC) and Queens Hospital Center (QHC)'s labor policies and procedures by ensuring and maintaining quality employee and management relations.
  • Negotiates/participates in all facets of labor contracts negotiations affecting the respective affiliates sites.
  • Hears and adjudicates third step grievance; represents hospital on policy level issues at arbitrations and proceedings related to complaints filed with the Human Rights, EEOC, Department of Labor, National Labor Relations Board, and other agencies.
  • Develops Affiliates Hospitals' position with attorneys in conjunction with Corporate Human Resources.
  • Trains and advises all levels of managerial staff regarding appropriate preventative discipline, appropriate documents, disciplinary actions and procedures.
  • Participate in regular staff meetings with the Associate Dean for Faculty, Staff & Trainee Relations and the Associate Dean & Chief Operation Officer for the Affiliates at ISMMS.
  • Develops and conducts training programs related to labor and employee relations, policies and procedures and grievances handling for the Affiliates.
  • Plans and develops resources for department to meet current and future requirements.
  • Assists in developing strategies and coordinating preparations for negotiations for selected collective bargaining agreement renewals.
  • Oversees and coordinates preparations for employee conflict hearings and investigations involving American Arbitration Association, Equal Employment Opportunity Commission, Division of Human Rights, National Labor Relations Board, and Unemployment Insurance Division.
  • Recommends and assists in the implementation of Medical Center-wide policies and procedures necessary to establish and maintain compliance with collective bargaining agreements and relevant Labor legislation.
  • Responsible for H.R. aspect of EEOC charges, lawsuits, Office of Professional Discipline requests; works collaboratively with the Office of the General Counsel, Hospital Administration, and NYC Health + Hospitals to investigate and present appropriate recommendations for issues resolution.
  • Performs other related duties.
