About the position

The Director of Marketing and Content will play a pivotal role in the Marketing & Communications team, focusing on driving programmatic education, awareness, and activation efforts. This position requires a highly motivated and collaborative individual with a passion for designing and implementing content strategies. The Director will oversee the execution of multimedia and engagement strategies that encompass advertising, electronic and direct mail, sponsorships, advertorial content, video, and podcasts. A key responsibility will be leading the web content strategy for all ISTO properties, ensuring that the content is relevant and engaging for the target audience. In this role, the Director will assist in maintaining a positive public image of the Treasurer and Treasurer's Office through all public-facing channels. Attendance is considered an essential function of this position, highlighting the importance of being present and engaged with the team and stakeholders. The Director will oversee the development and deployment of marketing strategies that support growth objectives for each division and its respective programs. This includes partnering with division management to create a roadmap that connects editorial and communication needs with programmatic and content strategies. The Director will evaluate tactical performance and develop ongoing enhancement strategies, engaging program heads in the development of marketing strategies. Teaching employees throughout the organization about foundational messaging, audience segmentation, and brand consistency will be a critical aspect of this role. As a thought leader and subject matter expert, the Director will coordinate strategies with the social media and content manager, collaborate with ISTO leadership to drive programmatic growth, and develop compelling internal and external communications. The position also involves acting as an advisor to the ISTO leadership team, sharing recommendations to improve audience engagement through digital and public awareness campaigns, and leveraging technologies to maximize constituent engagement.

Responsibilities

  • Oversee development and deployment of marketing strategies that support growth objectives for each division and its respective programs.
  • Partner with division management to create a roadmap connecting editorial and communication needs with programmatic and content strategies.

  • Drive conversations about artificial intelligence in marketing and communication to maximize engagement.
  • Identify joint growth opportunities across the Illinois government.
  • Partner with Civic Engagement to identify sponsorship opportunities with aligned organizations.
  • Advocate for data-driven decision making and communicate engagement data to stakeholders.
  • Integrate data into strategies and tactics for improved outcomes.
  • Teach, coach, and mentor staff on effective digital engagement strategies.
  • Write clear and authentic content tailored to audience values.
  • Create a reporting cadence to share web engagement and analytics with stakeholders.
  • Lead and partner with marketing agencies on programmatic awareness efforts, especially paid media.
  • Act as a liaison between program managers and marketing firms to ensure accurate communication.
  • Create a reporting structure to assess the success of campaigns in real time.

Requirements

  • Bachelor's Degree in Communications or a related field.
  • Seven or more years of experience in marketing or a related field.
  • Five or more years of experience writing marketing and communication collateral and integrating with design and overall strategy.
  • Two or more years of experience managing staff.
  • Three or more years of experience working with email marketing platforms, creating custom journeys, and deploying campaigns.
  • Experience creating social media content, building reach and audience, and utilizing social media management tools.
  • Experience with Google or Adobe analytics or other web measurement tools.
  • Experience in paid and organic search, advertising, and search engine optimization.

Nice-to-haves

  • Experience in public relations or community engagement.
  • Familiarity with artificial intelligence applications in marketing.
  • Knowledge of state government operations and their impact on community engagement.
