About the position

As the Director of Program Implementation for the State of Maine's Bureau of Human Resources, you will play a pivotal role in aligning policy development with program implementation to enhance health and human services outcomes for the residents of Maine. This position operates with considerable autonomy on behalf of the Department of Health and Human Services (DHHS) Commissioner, Deputy Commissioners, and the Senior Advisor of Program and Systems Integration. You will lead and coordinate project teams and workgroups, ensuring that policies and procedures are developed, implemented, evaluated, and administered in alignment with desired outcomes. In this role, you will be a key member of the Commissioner's Office, collaborating in the formulation of strategic plans and policies that significantly impact the delivery of healthcare and social services. Your responsibilities will include attending meetings, conferences, and workshops to represent the agency, organizing and coordinating committees and task forces to address specific problems, and reviewing and analyzing reports and assessments of agency programs to identify issues and develop effective solutions. You will demonstrate established competencies in management, collaboration, and effective communication within a large governmental agency or complex organization. A proven record of success in system knowledge, operations, and project management is essential, with a focus on setting measures, tracking results, and evaluating outcomes. Additionally, you will be responsible for developing and writing requests for contractors and consultants, managing bids, and coordinating committees to review and award contracts to acquire necessary technical and consulting services to meet assigned goals and objectives. Leading and coordinating strategic project implementation across DHHS offices will also be a critical aspect of your role.

Responsibilities

  • Align policy development with program implementation to improve health and human services outcomes.
  • Act with autonomy on behalf of the DHHS Commissioner and Deputy Commissioners.

Requirements

  • A combination of 6 years of education and experience in executive-level leadership in governmental agencies or large, complex organizations.
  • Preferred master's degree or bachelor's degree in business administration, public administration, public policy, or a comparable field.
  • Demonstrated leadership in program development and oversight with the ability to interpret, develop, and implement policy.
  • Ability to multitask and function effectively in a complex, high-performing, fast-paced environment.
  • Ability to identify and assess the role of specific policy initiatives and goals in the context of a broad agenda.
  • High degree of professionalism and confidentiality.
  • Facilitation experience with complex issues and ability to present important initiatives both externally and internally.
