About the position

The Director of Project & Construction Programs at Portland Public Schools is responsible for overseeing and managing personnel engaged in the development of multiphase design and construction projects. This role involves directing functions such as project scoping, community engagement, design development, procurement, and construction contract administration. The director will establish budgets and goals to enhance teaching and learning environments while ensuring compliance with laws and regulations. The position requires strong management and communication skills, as well as a commitment to equity and social justice in education.

Responsibilities

  • Oversee and manage personnel engaged in the development of multiphase design and construction projects.
  • Direct functions including project scoping, community engagement, design development, procurement, and construction contract administration.
  • Establish fiscal year and multi-year budgets and goals to improve teaching and learning environments.
  • Coordinate with school staff, district leadership, operational departments, and community members.
  • Manage an annual budget of approximately $10 million with project values ranging from hundreds to millions of dollars.
  • Ensure compliance with District contracting policies and procedures for assigned projects.
  • Lead and facilitate staff development in project and construction management.
  • Demonstrate a commitment to the Portland Public Schools Equity Initiative.
  • Prepare and monitor division budgets and analyze future budgetary needs.

Requirements

  • Bachelor's degree in school business operations, architecture, facilities planning, construction management, business administration, or a related field.
  • 7 years of technical professional and supervisory work experience in facilities, construction, maintenance, or operations.
  • Experience with large-scale facilities planning and construction management.
  • Strong management and communication skills.
