About the position

The Director of Risk Management, Purchasing and Receiving at Yosemite Community College District is a pivotal role under the general administrative direction of the Vice Chancellor of District Administrative Services. This position is responsible for planning, managing, and overseeing the District's purchasing and warehousing operations, as well as the administrative activities that support the District's risk management initiatives. The Director serves as a key resource for District personnel regarding materials, supplies, and equipment, and acts as a liaison between the District and other agencies on purchasing and risk management issues. This role requires a comprehensive understanding of risk management principles, purchasing processes, and the ability to navigate complex regulatory environments. In the realm of risk management, the Director will plan, organize, and assess the effectiveness of the District's risk management and insurance programs, including workers' compensation and safety training for new employees. The position involves coordinating the implementation of goals and objectives related to liability, insurance, and loss control, as well as developing and administering the District's Injury Illness and Prevention Plan (IIPP). The Director will also conduct safety inspections, serve as a liaison with various stakeholders, and monitor compliance with risk management legislation. On the purchasing side, the Director will oversee the buying functions within the District, ensuring that specifications are met and that procurement processes are efficient and effective. This includes planning and organizing warehousing and distribution of goods, obtaining quotes, analyzing inventory control records, and advising District personnel on purchasing procedures. The Director will also be responsible for developing complex bid specifications, managing the bid process, and preparing reports for executive staff and the Board. Overall, this position requires a strategic thinker with strong leadership skills and the ability to foster positive relationships within the District and the broader community.

Responsibilities

  • Plan, manage, and oversee the District's purchasing and warehousing operations.
  • Serve as a resource to District personnel regarding material, supplies, and equipment.
  • Act as a liaison between the District and other agencies regarding purchasing and risk management issues.
  • Plan, organize, and assess the effectiveness of the District's risk management and insurance programs.
  • Coordinate the implementation of goals and objectives related to liability, insurance, and loss control.
  • Develop and implement a loss control program to reduce workers' compensation and liability claims.
  • Conduct employee safety inspections and identify unsafe conditions.
  • Serve as a liaison with the District's claims administrator and insurance companies.
  • Develop and administer the District Injury Illness and Prevention Plan (IIPP).
  • Plan, organize, and supervise the buying and related purchasing functions within the District.
  • Obtain quotes and data for procurement of commodities and services.
  • Review and analyze inventory control records to ensure appropriate stock levels.
  • Oversee auctions and sales of obsolete and surplus property.
  • Confer with District personnel on purchasing procedures and specifications.
  • Develop complex bid specifications and manage the bid process.
  • Prepare reports for Purchase Order monthly activity for review by District executive staff and the Board.

Requirements

  • Bachelor's degree in business or public administration, finance, insurance administration, or related field.
  • Five years of increasingly responsible management experience in purchasing and risk management functions for a public or educational agency.
  • Knowledge of principles and practices of risk management and purchasing.
  • Familiarity with federal, state, and local laws related to risk management and safety programs.
  • Proficiency in applicable computer applications, including Word, Excel, and PowerPoint.
  • Ability to maintain confidentiality and interpret legal mandates and District policies.
  • Strong communication skills in oral and written form, including technical report writing.
  • Ability to analyze and evaluate commodity and service pricing and availability trends.

  • Possession of Associate in Claims (AIC) certification.
  • Possession of Associate in Risk Management (ARM) certification.
  • Possession of Certified Purchasing Manager (CPM) designation.

Benefits

  • Management Salary Schedule (2024-2025) Range 40: $10,015 to $12,724 monthly or $10,260 to $12,969 monthly with earned Doctorate.
  • Year-for-year credit for prior management experience to a maximum of Step C.
