About the position

The Director of Workforce Development and Community Education at Montana State University Billings is responsible for the planning, growth, and development of educational opportunities in areas such as Workforce Development, Continuing Education, and Grant opportunities. Reporting to the Dean of City College, the Director will oversee daily operations, assess educational needs, develop course content, manage budgets, and evaluate program effectiveness, all while aligning with the institution's mission and strategic goals.

Responsibilities

  • Administer daily operations of the Workforce Development portfolio.
  • Assess needs for new and additional educational offerings.
  • Work with faculty and trainers to develop course outlines and content.
  • Maintain liaison with academic and industry disciplines.
  • Identify and recruit faculty for programs.
  • Arrange class locations and use of off-campus sites.
  • Develop budgets and funding resources for programs.
  • Analyze costs and evaluate effectiveness of programs.
  • Identify specific goals and outcomes for programs and assess progress toward attainment.
  • Utilize assessment data to revise procedures and processes for program improvement.
  • Lead strategic planning for program development and growth.
  • Build and maintain relationships with community constituents for engagement activities.
  • Administer the overall operation, budget, and workflow of the workforce development office.
  • Research and develop grant opportunities to support programs.
  • Ensure compliance with MSUB procedures and policies.

Requirements

  • Bachelor's degree in business, management, education, higher education, or related field.
  • Three years' experience in planning classes and curriculum for higher or extended education or corporate programs.
  • Ability to develop/manage complex projects from concept to implementation.
  • Experience in developing curriculum and managing program logistics.
  • Ability to develop budgets and manage revenue responsibility against annual quotas.
  • Excellent communication skills to convey complex ideas to diverse audiences.
  • Highly organized and motivated for independent work.
  • Proficient in Microsoft Office software applications.
  • Experience in building partnerships with various constituencies.

Nice-to-haves

  • Master's degree in business, management, education, higher education, or related field.
  • Five years of administrative experience in continuing education, corporate training, or related fields.
  • Experience working with and acquiring grant funding.
  • Experience supervising staff and recruiting instructors.
  • Ability to develop and implement promotional strategies.
  • Experience with employer and community outreach to determine workforce needs.
