About the position

The San Diego Unified School District, the second largest district in California, is seeking a Director of Purchasing and Contracts. This leadership role is pivotal in overseeing the procurement processes and contract management for the district. The Director will be responsible for planning, organizing, coordinating, and directing all procurement activities, which include the acquisition of supplies, materials, equipment, and services necessary for the district's operations. This position requires a commitment to educational equity and aims to create access and opportunity for students who are furthest from educational justice. In this role, the Director will develop policies and procedures to enhance the efficiency of procurement processes, implement automated systems, and ensure compliance with relevant legislation. The Director will also be tasked with training and evaluating the performance of the procurement team, ensuring that all staff are equipped with the necessary skills and knowledge to perform their duties effectively. The position is based out of the Strategic Sourcing and Contracts office in San Diego, CA, and is scheduled for full-time work throughout the year. The Director will act as the central authority on contracting and purchasing policies, providing expertise in the preparation of contracts, bids, and proposals. This role also involves direct supervision of the centralized procurement functions, including the management of contracts for personal and professional services, and the oversight of vendor evaluations. The Director will work closely with the Chief Financial Officer to provide technical expertise and assist in the formulation of policies and programs that align with the district's strategic goals.

Responsibilities

  • Direct and supervise the functions and staff of centralized procurement, material control, and contract services.
  • Develop and implement policies and procedures related to assigned functions.
  • Direct the management of contracts for personal and professional services, including monitoring and oversight of contract materials and vendor evaluations.
  • Oversee the purchase of goods, commodities, supplies, equipment, and services.
  • Implement contracting policies and provide contracting services; provide knowledge transfer to the procurement team.
  • Act as the central dissemination authority of contracting and purchasing policy; develop contracting and purchasing policies.
  • Direct the development and implementation of the district's strategic business development and business plan.
  • Direct the development and implementation of policies to increase effectiveness and efficiency and reduce costs of purchasing and delivery of goods and services.
  • Monitor evolving technology for potential utilization in the procurement process.
  • Implement the district's purchase order encumbrance system.
  • Provide expertise in the preparation of contracts, ITBs, RFQs, RFPs, and RFIs.
  • Train and evaluate the performance of assigned staff; provide for continuing departmental staff training programs.
  • Provide technical expertise and assistance to the Chief Financial Officer regarding assigned functions.
  • Direct the preparation and maintenance of a variety of reports, records, and files related to assigned activities and personnel.
  • Communicate with other administrators and personnel to coordinate activities and resolve issues.
  • Review legislation to assure district compliance with laws and procedures related to assigned functions.

Requirements

  • A master's degree in business or public administration or a related field.
  • Seven years of highly responsible and complex management experience overseeing multifaceted purchasing and contracting services.
  • Certified Public Purchasing Officer (CPPO) or Certified Purchasing Manager (CPM) certification preferred.
  • Valid California Driver's License.
