About the position

The Director of Purchasing Contracts & Agendas is responsible for directing and managing the activities and operations of the purchasing, contracts, and agenda functions for the RTC (Regional Transportation Commission). This role involves overseeing the purchasing function to ensure compliance with applicable goals, laws, codes, policies, and procedures. The Director will review requisitions, determine appropriate sources of supply, delegate assignments to staff, and develop bid specifications for purchasing materials, equipment, and services. Additionally, the Director coordinates the processing of public notices, conducts bid openings, and recommends the awarding of purchase contracts. In this position, the Director will analyze and respond to issues and concerns, manage the performance of assigned staff, and conduct in-service training on purchasing policies and procedures. Safety responsibilities are also a key aspect of this role, ensuring that all direct reports are trained on safety procedures and held accountable for compliance. The Director will develop and implement purchasing methods and policies to enhance the efficiency and effectiveness of the RTC's operations, maintain records, and generate reports. Furthermore, the Director oversees the agenda function to ensure compliance with the Nevada Open Meeting Law and manages claims and public records requests. This role requires the ability to operate various office equipment and manage multiple projects with tight deadlines while promoting diversity initiatives within the RTC. The Director will also be responsible for maintaining current bidder lists and vendor files, ensuring timely and accurate reporting, and performing other duties as assigned.

Responsibilities

  • Direct and manage the activities and operations of the RTC's purchasing function.
  • Review requisitions and determine appropriate sources of supply.
  • Delegate assignments to assigned staff and obtain verbal and written quotes.
  • Develop and enhance bid specifications for purchasing materials, equipment, and services.
  • Coordinate the processing of public notices and conduct bid openings.
  • Analyze, investigate, and respond to issues and concerns related to purchasing.
  • Manage the performance of assigned staff and conduct in-service training on purchasing policies and procedures.
  • Oversee safety responsibilities and ensure compliance with safety procedures.
  • Develop, recommend, and implement purchasing methods, assignments, policies, and procedures.
  • Maintain records and generate reports related to purchasing operations.
  • Oversee the agenda function to ensure compliance with Nevada Open Meeting Law.
  • Manage claims and public records requests to ensure compliance with RTC policies and procedures.
  • Maintain current and adequate bidder lists and vendor files.
  • Participate in staffing and employee relations activities for assigned staff.

Requirements

  • Equivalent to a Bachelor's Degree in Business Administration or a closely related field.
  • Seven (7) years of demonstrated professional purchasing experience, with two (2) years in a managerial role within the last twenty-four (24) months.
  • Knowledge of principles and practices of purchasing goods and services.
  • Knowledge of contract law, budget administration, and construction management.
  • Familiarity with applicable laws, rules, regulations, and policies.
  • Understanding of safety and security operations.
  • Ability to prepare effective written materials and reports.
  • Strong interpersonal skills for dealing with co-workers and the public.
