About the position

The Director of Purchasing Services at Chaffey College is responsible for overseeing the daily operations of purchasing, contracting, warehousing, and inventory management. This role ensures compliance with ethical and legal standards while promoting efficiency and effectiveness in procurement processes. The director will lead a team, manage vendor relationships, and develop policies to enhance the college's purchasing activities, all while supporting the diverse needs of the college community.

Responsibilities

  • Direct, plan, organize, and manage the activities and operations of Purchasing Services.
  • Provide technical expertise regarding assigned functions and ensure compliance with applicable laws and regulations.
  • Negotiate contract terms and conditions with vendors and maintain professional relationships.
  • Supervise the development of bids for college goods and services and perform bid and cost analyses.
  • Assist in the preparation of bid and contract documents for public works projects and evaluate bids for recommendations.
  • Ensure compliance with district policies and procedures related to procurement and contracting.
  • Establish and maintain vendor databases and monitor vendor performance.
  • Direct warehouse activities including inventory management and mail services.
  • Prepare board agenda items and maintain comprehensive reports related to operations.
  • Train, supervise, and evaluate assigned personnel.

Requirements

  • Bachelor's degree in accounting, business administration, finance, legal studies, public administration, or a related field.
  • At least three years of purchasing, contracting, and business management experience, including two years in a supervisory role.
  • Knowledge of California Civil Code, Education Code, Government Code, and Public Contract Code.
  • Demonstrated sensitivity to diverse backgrounds in a community college environment.
  • Strong management principles and practices.

Nice-to-haves

  • Master's degree in business administration, finance, or public administration.
  • Experience in a public four-year college or community college setting.
