About the position

The Director of Purchasing is responsible for overseeing the centralized purchasing functions of the Goose Creek Consolidated Independent School District. This role involves ensuring compliance with federal, state, and local laws while managing the day-to-day operations of the purchasing department. The Director will develop policies, maintain vendor relationships, and supervise staff to enhance the efficiency of purchasing processes.

Responsibilities

  • Develop and maintain written policies and procedures regarding all District purchasing operations.
  • Develop annual goals and objectives to improve the efficiency of the purchasing function.
  • Develop and maintain a computerized list of qualified vendors.
  • Develop and maintain a standard list of furniture and equipment for elementary and secondary schools and all other construction projects.
  • Coordinate the order and installation of furniture and equipment for construction projects.
  • Develop and maintain standard specifications for regularly purchased items.
  • Prepare the annual budget for the Purchasing Department.
  • Prepare and maintain a purchasing schedule for all District contract and non-contractual purchases.
  • Review purchase requests to ensure compliance with District aggregate purchase thresholds.
  • Supervise all aspects of formal bid, proposal, and quotation processes for purchasing.
  • Evaluate all Purchasing Department staff members.
  • Prepare and coordinate specifications, bidding, and selection materials and equipment with user departments.
  • Prepare regular and special reports as required by the Board of Trustees or administration.
  • Stay abreast of developments in all areas of responsibility by participating in related professional and non-professional organizations and committees.
  • Develop and maintain relationships with vendors that promote a positive image of the District.
  • Oversee the review and approval of all purchase orders and check requests.
  • Supervise the preparation of bids and bid specifications.
  • Oversee bid openings, tabulation results, and preparation of written recommendations to the Board of Trustees.
  • Oversee the organization of auctions, including online auctions, to dispose of surplus equipment.
  • Oversee the maintenance of all contracts and submit for annual renewals, ensuring all contracts are valid and in good standing.
  • Attend meetings of the Board of Trustees and other administrative meetings, as needed.
  • Perform other duties as assigned.

Requirements

  • Bachelor's degree required.
  • Professional Certification preferred.
  • Thorough knowledge of Texas purchasing laws, contracts, contract law, and the Uniform Commercial Code.
  • Knowledge/experience with automated purchase order systems.
  • Strong communication, organizational, public relations, and interpersonal skills.
  • Five years of professional level business purchasing experience, with at least three years in school district purchasing management experience preferred.
