About the position

The Office of the Chief Financial Officer (OCFO) is seeking a highly qualified individual for the position of Director, Tax Returns Operations and Administration. This role is pivotal in enhancing the fiscal and financial stability, accountability, and integrity of the Government of the District of Columbia. The Director will be responsible for planning, coordinating, and implementing a significant portion of the District's tax program, specifically within the Office of Tax and Revenue (OTR) and the Returns Processing Administration (RPA). This position is hybrid, allowing for a combination of in-office and remote work, based in Washington, DC. The Director will manage the Returns Processing programs for both paper and electronic filings, as well as the Remittance Processing Programs. This includes overseeing the scanning of paper returns into data images, monitoring electronic return and payment submissions, and ensuring the tax forms design and development program is effectively coordinated. The incumbent will also coordinate efforts between OTR and the Lockbox vendor for payment and returns processing, ensuring compliance with the District Tax Code and applicable regulations. Additionally, the Director will perform other related duties as assigned, contributing to the overall efficiency and effectiveness of the tax processing operations. This role requires a strategic mindset and the ability to enhance processes to improve the receipt and processing of all mail or tax returns, payments, and customer service. The successful candidate will play a crucial role in ensuring that the tax program operates smoothly and meets the needs of the District's residents and businesses.

Responsibilities

  • Managing the Returns Processing programs for both paper and electronic filings and Remittance Processing Programs
  • Overseeing the scanning of paper returns into data images
  • Monitoring electronic return and payment submissions
  • Monitoring the tax forms design and development program
  • Coordinating efforts between OTR and the Lockbox vendor for payment and returns processing and their operations within the terms of the District Tax Code and applicable regulations
  • Performing other related duties as assigned

Requirements

  • Nine (9) years of progressive experience in tax returns processing or related fields
  • Three (3) years of managerial experience in planning, organizing, coordinating, directing, reviewing, monitoring, and evaluating activities of a mail and payment processing center or tax returns processing unit
  • Experience in developing internal business/strategic plans to achieve goals and objectives
  • Knowledge of tax codes, regulations, and policies as it relates to tax returns and technical tax information
