The Department of Health Systems and Population Health (HSPop) has an outstanding opportunity for a Director to join their team.
The Department of Health Systems and Population Health (HSPop) is one of five departments that make up the School of Public Health. The Department is large and diverse, with 65 regular faculty, 270 clinical and affiliate faculty, 125 staff members and 400 students each year. The Department has a large teaching program as well as a large research infrastructure, with grants totaling approximately $15 million each year and a total Department budget of approximately $30 million each year. The teaching program includes 8 separate degree granting programs, with 6 of these based in the UW Continuum College (UWCC). HSPop has an operational program comprised of multiple cost centers, including several large revenue-generating budgets linked to our fee-based degree programs.
Reporting to the Department Chair, the Director is responsible for charting an overall departmental strategy for financial and administrative functions. The position oversees the departmental administrative units that include Finance and Research Administration, Human Resources, Academic Programs, Communications and Administrative Operations. The Director is responsible for designing and maintaining administrative structures that support the Department in its success working across a highly matrixed organization. Playing a pivotal role in policy development, the Director must be capable of making informed, independent decisions. A strong background in accounting and experience interpreting financial statements and applying HR policies within the context of the University of Washington is essential.
The financial and administrative complexity of HSPop teaching and research requires that the Director be highly flexible and agile. The position requires a comprehensive working knowledge of multiple complex financial and business rules, regulations and policies related to strategic budget planning and department- or division-wide financial analysis, planning, and budget development from a multitude of funding sources and types. Overseeing financial planning and managing a diverse portfolio of funds includes core funding, fee-based teaching revenues, sponsored projects, gifts and endowments. The Director is tasked with the development and implementation of policies and procedures that cover all operational facets, from strategic planning and faculty recruitment to regulatory compliance and staff human resources. The effective management of these responsibilities supports the Department's mission and contributes to its success in the academic and research landscape.
DUTIES AND RESPONSIBILITIES
Operations Management
Department-wide oversight of Finance and Research Administration, Human Resources, Academic Programs, Communications, and Administrative Operations; directly supervise leaders (Associate/Assistant Directors) of each unit.
Ensure day-to-day and cyclic programmatic and reporting requirements are met. Plan, resource, and monitor programmatic activities.
Oversee human resource operations for all employees and ensure that the Department follows all applicable policies, labor contracts, and regulations. Review and approve Workday business process transactions as required.
Manage the onboarding efforts for new leadership positions including Chair, faculty, and staff leadership to ensure a welcoming experience and success in these roles.
Design and implement change management efforts, particularly related to any program or center re-sizing as well as staff and faculty impacts of UW and SPH initiatives.
Monitor operations and administrative activities across the Department; manage facilities and assign office space, ensure fair access to HSPop common and drop-in spaces.
Monitor collaborations between administrative/operational staff and program staff to meet organizational goals.
Partner with the SPH Chief Information Officer to ensure the Department's IT needs are met.
Finance
Oversee the integration of new policies, procedures, and requirements related to Workday Finance.
Develop a periodic set of reports to identify factors that may impact the financial health of the Department, reporting key trends to Office of the Dean, Chair, and Program and Center Directors.
Respond to emerging issues affecting financial sustainability.
Review and monitor fiscal and administrative projections for current and future projects or initiatives.
Oversee currency of procedures and documentation to assure fiscal compliance with University, State, and Federal guidelines and laws involving personnel/payroll, purchasing, budget management, travel, and those of federal and other funding agencies.
Ensure appropriate funding assignments for faculty salaries, adhering to SPH Faculty Compensation Plan, endowed professorship agreements, and sponsor requirements, as applicable.
Strategic Planning
Partner with the Chair to develop a roadmap for long-range strategic planning for the Department.
Prepare business analyses, proposals, and implementation plans for new programs, and the design and implementation of changes to existing programs.
Develop short- and long-term plans in support of the academic and research goals of the Department.
Monitor department-wide, academic, and research needs to identify potential challenges and develop strategies for implementation.
Facilitate collaboration with key stakeholders in strategic planning and policy development.
MINIMUM REQUIREMENTS
Master's degree in Business Administration, Public Administration, or a related field. Equivalent experience may substitute for degree requirement.
At least nine years' experience in professional positions involving responsibility for high-level organizational operations, including financial management, preferably within the UW or higher education.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
ADDITIONAL REQUIREMENTS
Ability to be an articulate, consensus-building, and persuasive leader who can serve as an effective collaborator with internal and external teams.
Experience implementing business theories, business processes, fiscal and business operations; project management principles; change management principles; and human resource management principles, practices, and procedures.
Adept at making sound decisions in a dynamic environment, setting, and managing priorities judiciously.
Able to interpret and integrate federal, state, UW, SPH, and other local laws and agreements into department policies and procedures.
Excellent written and oral communication skills: ability to present ideas effectively with all levels of leadership and staff within and beyond the School and the University.
Outstanding people management, project management, facilitation, and negotiation skills.
Experience in strategic human resource management and organizational development.
Direct supervisory experience of 3+ employees.
Proficiency in the computing environment, Microsoft Office Suite applications, such as high level of proficiency in applying Microsoft Excel to financial management, forecasting, and accounting tasks is expected.
Must work comfortably within a collaborative team environment. Must exercise sound judgment and maintain a high degree of integrity.
DESIRED QUALIFICATIONS
Knowledge and experience in working in an academic environment, preferably experience with the University of Washington's financial systems.
Familiarity with data analysis software and/or other analytical tools.
