About the position

The Disability Program Manager at the Office of the Director of National Intelligence (ODNI) is responsible for overseeing the Reasonable Accommodations process and related activities for the ODNI workforce. This role involves consulting with senior leadership, managing compliance programs, and serving as a liaison between ODNI and other organizations within the Intelligence Community (IC) to enhance operational capabilities and ensure effective EEO complaint processing. The position requires strong program management skills and the ability to communicate complex information clearly to diverse audiences.

Responsibilities

  • Maintain the Reasonable Accommodations process and related activities for the ODNI workforce.
  • Serve as a consultant to senior ODNI leadership on the development and management of Reasonable Accommodation programs.
  • Act as an expert liaison between ODNI and IC EEO organizations, providing guidance to tailor programs to meet client needs.
  • Oversee the development and implementation of policies and programs to enhance collaboration and operational capability across the ODNI.
  • Lead and support Federal EEO complaint processing within the ODNI.
  • Analyze and develop IC-wide EEO complaint statistics and produce reports for IC senior leadership.
  • Plan, develop, and present briefings to senior level customers on significant EEO issues.
  • Deliver training and guidance to ODNI workforce regarding compliance requirements and rights.
  • Cultivate and maintain productive working relationships within and outside the IC EEO organizations.
  • Guide the resolution of issues in project plans and schedules, providing oversight of cost and resource estimates.
  • Oversee the execution of spend plans and assess variances from cost and schedule baselines.
  • Lead project performance reviews and control gates, making authoritative decisions about required next steps.
  • Guide the implementation of the IC EEO and Diversity Strategic Plan.

Requirements

  • Demonstrated research, planning, and organization skills.
  • Ability to manage changing and competing priorities under strict timelines while maintaining attention to detail.
  • Extensive understanding of institutional barriers to EEO.
  • Knowledge of personnel management principles.
  • Demonstrated program management, analytic, and critical thinking skills.
  • Ability to communicate complex information clearly and concisely to diverse audiences.

Nice-to-haves

  • Knowledge of the Americans with Disabilities Act (ADA) and related legislation.
  • Experience in developing and implementing guidelines for persons with disabilities.
  • Knowledge of physical and attitudinal barriers faced by persons with disabilities.
  • Experience in planning and conducting disability training programs.
  • 4 years of experience working in Reasonable Accommodations.
