About the position

The District HR Generalist I/II position is designed as a developmental role that provides guidance and instruction in various Human Resources (HR) disciplines. This position prepares the incumbent for non-competitive selection to a higher-level HR position, specifically as an Assistant District HR Manager. Under the general direction of a District Human Resources Manager, the incumbent will work closely with assigned location management to ensure that HR programs and strategies are effectively employed to support and achieve business objectives, thereby improving organizational effectiveness across the entire workforce. This role serves as a bridge position available only for HR Generalists selected into a district NF3/4 progression posting, with a final assignment as an NF4 Assistant District HR Manager. In this training capacity, the District HR Generalist will collaborate directly with the District Human Resources Manager and Assistant District HR Manager to accomplish a variety of duties and responsibilities. These responsibilities span multiple retail, services, distribution, and hospitality locations, typically across multiple states and/or codes. The incumbent will work under the general supervision of the District HR Manager and Assistant District HR Manager, who will provide technical guidance and direction in administering policies and programs for all district activities. Work assignments will be established through communication of general business priorities, and the work will be reviewed through regular progress assessments based on outcomes achieved. Key areas of emphasis for this role include assisting the District HR Manager in delivering and implementing core HR functions and strategies related to management/staff recruitment, selection, and placement, as well as compensation management, performance management, classification training, new hire orientation, communication of rewards programs, leave management programs, and benefits enrollments. The District HR Generalist will also provide support and guidance to location managers regarding employee relations issues, counsel associates, and attempt to resolve problems informally. Additionally, the role involves assisting with internal investigations, preparing employee relations corrective action documents, and resolving grievances and complaints. The incumbent will respond to information requests for EEO complaints and provide district guidance for local recruitment plans to support location and district objectives. The position also includes supervisory responsibilities over assigned local NF-03 and NF-02 HR staff, providing direction and guidance in the execution of HR policies and procedures, ensuring effective and timely HR services. The District HR Generalist will maintain high visibility in assigned locations, regularly meeting with associates and managers to communicate HR programs and stay informed about organizational changes and concerns. Other responsibilities include coordinating award nominations, preparing various forms and statistical data related to personnel, ensuring data integrity in HR systems, participating in compensation program administration, maintaining official personnel records, and conducting organizational reviews to maximize efficiency and talent utilization. The incumbent may progress non-competitively to the NF-4A level HR position upon completion of training and qualification requirements.

Responsibilities

  • Conduct organizational reviews and make recommendations regarding work assignments.

Requirements

  • A total of 4 years of experience, including 3 years of responsible experience in non-routine work.
  • Ability to analyze problems and apply sound judgment in assessing practical implications of alternative solutions.
  • Effective communication skills, both orally and in writing.
  • 1 year of progressively responsible experience in Human Resources work in at least two functional areas such as employment, labor/employee relations, or training and development.

Nice-to-haves

  • Experience in multiple HR functional areas such as classification and wage administration, employee development, and training.
  • Familiarity with HR systems like PeopleSoft and Taleo.
