About the position

The District Human Resources Manager at Penske plays a crucial role in supporting district field teams and collaborating with leadership to execute and implement human capital strategies. This position is designed for individuals who thrive in a collaborative environment and possess HR functional experience, including managing associate performance, leading difficult discussions, and developing associates. The role is integral to fostering a culture of engagement within the district, which includes several key locations such as Sterling, VA; Manassas, VA; Alexandria, VA; Rockville, MD; Capitol Heights, MD; and Annapolis Junction, MD. As a valued member of the Human Resources and Field Operations teams, the District Human Resources Manager reports directly to the District Manager and has a dotted line to the Area Human Resources Manager. This position requires a daily presence in the field, working alongside associates at all levels, and is not eligible for remote work. The manager will implement HR practices and processes that align with organizational initiatives, mitigate risks, and ensure compliance across the district. The role encompasses various responsibilities, including administering the New Associate Experience onboarding program, guiding talent management processes, collaborating on staffing levels, and maintaining positive associate and labor relations. The manager will also ensure compliance with employment laws and company policies, focusing on compensation parity and training obligations. Additionally, the District Human Resources Manager will lead the integration of new associates into the company culture and provide ongoing support throughout the onboarding process.

Responsibilities

  • Administer and facilitate the District's New Associate Experience onboarding program.
  • Lead, coach, and support the onboarding Ambassadors throughout the district.
  • Support and train managers to ensure new associates receive appropriate support during their onboarding experience.
  • Identify trends and areas for improvement with information from onboarding programs, exit interviews, and associate feedback.
  • Propose solutions to address local retention challenges in collaboration with the Area Human Resources Manager and District Manager.
  • Guide District team development through coaching leaders in people management and functional associate development.
  • Coach supervisors and managers on creating impactful development plans and discussions for their associates.
  • Monitor development plans to ensure progress and escalate to District Manager if course correction is needed.
  • Prepare documents and reports for district-level succession planning and quarterly talent review discussions.
  • Execute on the Area training plan and partner with location leaders to ensure associates receive and complete functional training.
  • Deliver new supervisor/manager onboarding training and facilitate just-in-time training and coaching during performance reviews and merit processes.
  • Collaborate with departments to identify appropriate staffing levels based on growth trends and workforce planning tools.
  • Provide staffing support to leadership by collaborating on recruiting efforts and building partnerships with local technical schools and universities.
  • Create a connection between field recruiters and the District Manager to plan recruiting strategies and prioritize efforts.
  • Proactively build relationships at locations to support a positive culture and engaging environment.
  • Advise associates and management on human resources policies, programs, procedures, and collective bargaining agreements.
  • Participate in investigations of associates' concerns and collaborate with Area HR Manager on recommendations.
  • Support Area HR Managers in partnering with Labor Relations and conducting location risk assessments.
  • Remain aware of employment laws applicable to locations and ensure compliance with Penske policies.
  • Focus on compensation parity, wage-hour compliance, and ensure all training obligations are met.
  • Escalate compensation issues to the Area HR Manager and work with centralized compensation to address them.
  • Partner with corporate resources for issues such as diversity & inclusion, leave of absence, accommodations, and safety.
  • Lead the integration and execution needed to successfully assimilate new associates into the company culture.

Requirements

  • At least 3 years of experience in a Human Resources role (generalist, specialist, recruiting) required, or relevant field operations experience will be considered for internal candidates with at least 3 years of demonstrated success with Penske.
  • Bachelor's degree required.
  • SHRM or HRCI Certification(s) preferred (i.e., PHR, SHRM-CP).
  • Some knowledge of employment law and regulatory compliance issues preferred.
  • Demonstrated presentation skills, including strong oral and writing capabilities.
  • Ability to collect, compile, and analyze information and data.
  • Establish and maintain working relationships.
  • High level of honesty, integrity, and ethics.
  • Skilled operation of a variety of computer software programs, including Microsoft Word, Excel, and PowerPoint, and a basic understanding of enterprise-wide HRIS systems.
  • Valid Driver's License and willingness to travel as necessary.
