About the position

The Diver Systems Technical Project Manager will serve as the technical project manager for diver systems within the Advanced Technology Laboratory (ATL). This role is crucial for overseeing the development and implementation of various projects related to diver systems, ensuring that all technical and project management aspects are executed effectively. The successful candidate will be responsible for developing project documentation and systems engineering artifacts, coordinating with sponsors and development staff, and maintaining project schedules and budgets. Additionally, the project manager will plan and execute development, evaluation, and testing activities, as well as develop system concepts and proposals. Other related functions may be assigned as necessary, requiring a flexible and adaptive approach to project management. The position demands a strong technical background, particularly in engineering or software development, with a focus on military applications. The project manager will need to demonstrate significant military or technical diving knowledge, particularly an understanding of Navy diving protocols. Strong leadership and organizational skills are essential, as the role involves managing multiple tasks and projects simultaneously. The ability to communicate effectively, both in writing and verbally, is critical for presenting project proposals and updates to stakeholders. The candidate must also be capable of working independently, handling sensitive information, and maintaining a professional demeanor under pressure. This position requires a proactive approach to problem-solving and a commitment to detail, ensuring that all project requirements are met efficiently and effectively.

Responsibilities

  • Develop project documentation and systems engineering artifacts.
  • Coordinate project activities with sponsors and development staff.
  • Develop and maintain project schedules and budgets.
  • Plan and execute development, evaluation, and testing activities.
  • Develop system concepts and proposals.
  • Perform other related functions as assigned.

Requirements

  • Bachelor's degree in engineering, computer science, or a similar technical degree.
  • Six years or more experience in engineering or software development or technical military applications.
  • Three years of experience in project or program management with one year in a supervisory capacity.
  • Significant military or technical diving knowledge and a deep understanding of Navy diving protocols.
  • Demonstrated strong leadership and organizational skills.
  • Demonstrated strong writing and presentation skills.
  • Dynamic skill set, willing to work with new technologies, highly organized, capable of planning and coordinating multiple tasks.
  • Ability to accept and incorporate feedback and manage time effectively.
  • Attention to detail, effective problem solving, sound engineering judgment, and excellent communication skills.
  • Ability to work independently and with sensitive and confidential information.

Nice-to-haves

  • Master's degree in engineering, computer science, or a similar technical degree or MBA.
  • Experience in Naval Special Warfare or similar specialized Navy diving experience.
  • In-depth knowledge of diving-related topics such as Diver Propulsion Devices, SEAL Delivery Vehicle experience, and closed-circuit diving.
  • Experience maintaining, servicing, or supporting diving or expeditionary systems and equipment.
  • Experience in systems engineering and acting as a technical lead or in project management.
  • Experience developing proposals and securing project funding.
  • Understanding of software engineering processes and standards.
  • Experience in field testing or acting as a test director.
