About the position

The purpose of this classification is to investigate complaints, develop initiatives that promote fairness and diversity, and ensure Fulton County complies with relevant federal laws/regulations (including but not limited to EEO, Title VI/VII of the Civil Rights Act, Title I/II/III of the Americans with Disabilities Act, Age in Employment Discrimination Act, Pregnancy Leave Act, Genetic Information Non-Discrimination Act and Section 504 of Rehabilitation Act), and to provide training regarding Fulton County non-discrimination policies and related federal, state, and local laws. This classification is distinguished from the Diversity and Civil Rights Compliance Officer II, in that it supervises subordinate staff, and performs more complex/high profile/sensitive investigations.

Responsibilities

  • Conducts investigations; receives and reviews complaints; conducts intake activities; schedules and conducts interviews with appropriate witnesses; gathers evidence and supporting documentation; prepares investigative reports, investigative plans, and investigative correspondence.
  • Participates in civil litigation matters such as depositions, litigation preparation, and hearings.
  • Determines the applicability of Alternative Dispute Resolution procedures; conducts and/or coordinates complaint mediation strategies to include counseling, coaching, and/or negotiations.
  • Advances EEO Principles and County non-discrimination policies by collaborating with department staff to develop and implement strategies to eliminate identified barriers and problems, promote workplace diversity and workforce inclusion.
  • Participates in developing, updating, and disseminating EEO-related policies and procedures at regular intervals.
  • Assists in the development of performance measures and best practice strategies; provides guidance and advice to employees regarding workplace equality.
  • Analyzes employee problems, identifying trends and activities, reporting problems and making/facilitating appropriate referrals.
  • Reviews and processes employee requests for reasonable accommodations in a professional, timely, and confidential manner.
  • Communicates with employees, supervisors, and relevant stakeholders to assess needs and implement appropriate accommodations.
  • Facilitates the interactive process for reasonable accommodations, including engaging in open dialogue with employees and stakeholders to assess needs.
  • Develops, maintains, and interprets statistical documentation for workforce analysis reporting.
  • Participates in the development, design, use, and maintenance of databases to analyze internal program activity.
  • Conducts research and analysis to assist in departmental operations, programs, and services regarding equality and non-discrimination.
  • Develops and/or facilitates training programs for EEO, ADA, and related laws and regulations for divisions and departments regarding non-discrimination and workplace inclusion.
  • Assists in developing and/or updating complaint procedures, policies, and forms for consistency with federal non-discrimination laws and regulations.
  • Maintains confidentiality of all work activities; stores and maintains confidential information and records.
  • Coordinates special projects as assigned; establishes and maintains project files, including timelines and other data.
  • Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures.
  • Operates a personal computer to enter, retrieve, review or modify data, utilizing various software.
  • Communicates with County officials, supervisor, other employees, applicants, the public, consultants, state and federal officials, and other individuals as needed.

Requirements

  • Bachelor's Degree in Public Administration, Business Administration, Human Resources, Political Science, Criminal Justice, or a related field required.
  • Three years of experience in equal opportunity, non-discriminatory, disability/accessibility, and/or civil rights programs, Human Resources, or a related field.
  • Ability to demonstrate proficiency in the performance of essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures.
