About the position

The Division Chief, Talent Acquisition & Management is a managerial role within the Montgomery County Office of Human Resources (OHR), responsible for leading strategic initiatives in talent acquisition and management. This position aims to enhance the career experience of the workforce from onboarding to retirement, ensuring the attraction, hiring, and retention of top-tier professionals. The Division Chief will oversee the Recruitment & Selection and Classification & Compensation teams, driving efforts to create a robust pipeline of qualified candidates and maintaining competitive classification and pay practices.

Responsibilities

  • Develop and implement comprehensive strategies to attract and hire high-potential candidates using innovative sourcing techniques.
  • Speed the time to fill positions by collaborating with educational, non-profit, and governmental partners to connect with a diverse community.
  • Oversee a comprehensive review and update of the County's classification and pay practices to ensure competitiveness in attracting and retaining employees.
  • Lead the development and execution of effective candidate sourcing and workforce planning initiatives.

Requirements

  • Bachelor's degree from an accredited college or university.
  • 7+ years of progressive human resources experience focused on Talent Acquisition, Classification, and Compensation Management.
  • 3+ years of supervisory or executive experience leading teams in talent acquisition and management.
  • Proven leadership experience in delivering comprehensive talent acquisition and management programs.
  • Broad experience in leading performance improvements in talent acquisition and utilizing diverse sourcing channels.

Nice-to-haves

  • Experience applying comprehensive technical knowledge within an HR operational environment.
  • Working knowledge of labor and employment laws and legislation.
  • Experience providing executive level support to a director or senior official.
  • Experience working effectively with union representatives and community leaders.
  • Ability to communicate complex information effectively to high-level officials and the public.
