About the position

This position is for an entry-level HR professional within the Division of Community Supervision at the North Carolina Department of Adult Correction. The role focuses on the full life cycle of recruitment, which includes posting job openings, screening applications, salary administration, conducting interviews, and facilitating the hiring process. The HR Tech I / Talent Acquisition Specialist will assist staff in compliance with various federal and state agency guidelines, including health insurance, retirement programs, and various types of leave such as FMLA, LWOP, and military leave. The position requires strong decision-making skills, the ability to multi-task, and the capability to prioritize work independently while ensuring customer satisfaction and confidentiality. The successful candidate will work closely with hiring managers to develop tailored recruitment strategies and job postings. Responsibilities include screening employment applications to identify the most qualified candidates, creating interview and hiring packages, determining hiring rates within established salary guidelines, and ensuring that all required documentation is complete. The role also involves closing out the hiring process once a position is filled or closed, participating in hiring events, and coordinating the placement of staff. Additionally, the position entails conducting new hire orientations, providing onboarding documents, and acting as a Health Benefits Representative for employees within the Division office. The HR Tech I will serve as the first point of contact for administrative staff and managers regarding time administration and payroll questions. This role requires interpreting and applying personnel policies and departmental regulations to address various HR-related issues. The candidate must maintain effective working relationships with employees and the general public, work independently, and uphold confidentiality. Familiarity with Microsoft Office applications and HRIS systems such as SAP-GUI and applicant tracking software like NEOGOV is beneficial, though not mandatory. This is a full-time position with a salary range of $31,688 to $55,453, and it includes eligibility for a state pension.

Responsibilities

  • Assist in the full life cycle of recruitment including posting, screening, and hiring.
  • Work with hiring managers to develop recruitment strategies and job postings.
  • Screen employment applications to determine the most qualified candidates.
  • Create interview and hiring packages for selected candidates.
  • Determine hiring rates within established salary guidelines and compose supporting memoranda.
  • Ensure all required documentation is complete for hiring processes.
  • Close out the hiring process when positions are filled or closed.
  • Participate in hiring events in the Judicial Division II area.
  • Track and coordinate the placement of staff within the division.
  • Conduct new hire orientations and provide onboarding documents.
  • Act as a Health Benefits Representative for employees in the division.
  • Interpret and apply personnel policies and regulations to HR transactions.

Requirements

  • High school diploma or GED with 2 years of progressive experience in Human Resources, or an Associate's degree in Human Resources or a relevant field with no experience required.
  • Basic knowledge of federal and state laws, and state policies and procedures related to HR.
  • Skill in using Microsoft Office applications, including Outlook, Excel, and Word.
  • Experience verifying pre-employment documents and handling confidential matters.
  • Ability to establish and maintain effective working relationships with others.
  • Strong verbal and written communication skills.
  • Ability to independently analyze situations and make decisions.

Nice-to-haves

  • Experience screening job applications for employment.
  • Experience working within an HR Integrated Payroll System (H.R.I.S.).
  • Experience administering employee benefits, including FMLA and leaves of absence.
  • Experience working with recruitment initiatives.
  • Familiarity with applicant tracking systems such as ATS or NEOGOV.
  • Current or previous CJLEADS and/or DCI certification.
