About the position

This position is for an entry-level HR professional within the Community Supervision division, focusing on the full life cycle of recruitment. The role involves various responsibilities including posting job openings, screening applications, conducting interviews, and managing salary administration. The HR Technician I will assist staff in compliance with federal and state agency guidelines, which encompass health insurance, short-term and long-term disability, retirement programs, and various types of leave eligibility determinations. The position requires the ability to make decisions, multi-task, and prioritize work independently while ensuring customer satisfaction and confidentiality. The HR Technician will collaborate with hiring managers to develop tailored recruitment strategies and job postings. Responsibilities include screening employment applications to identify the most qualified candidates, creating interview and hiring packages, determining hiring rates within established salary guidelines, and ensuring all required documentation is complete. The role also involves closing out the hiring process once a position is filled or closed, participating in hiring events, and tracking the placement of staff. Additionally, the position includes duties related to new hire orientation, onboarding documentation, and acting as a Health Benefits Representative for employees within the division office. The HR Technician will frequently interact with administrative staff and managers in the Judicial District offices, serving as the first point of contact for time administration and payroll inquiries. The role requires interpreting and applying personnel policies and regulations to address various HR-related issues, necessitating strong judgment and decision-making skills. The position utilizes the Microsoft Office suite and familiarity with HRIS systems and applicant tracking software is beneficial, though not mandatory. This is a full-time position with a 40-hour work week and includes benefits such as eligibility for a state pension.

Responsibilities

  • Assist in the full life cycle of recruitment including posting, screening, and interviewing candidates.
  • Work with hiring managers to develop recruitment strategies and job postings specific to their needs.
  • Screen employment applications to determine the pool of most qualified applicants.
  • Create interview and hiring packages for selected candidates.
  • Determine hiring rates within established salary guidelines and compose memoranda to support salary decisions.
  • Ensure all required documentation is complete and accurate.
  • Close out the hiring process when a position is filled or otherwise closed.
  • Participate in hiring events in the Judicial Division II area.
  • Track and coordinate the placement of staff within the division.
  • Conduct new hire orientation and provide onboarding documents.
  • Act as Health Benefits Representative for employees within the division office.

Requirements

  • Associate's degree from an appropriately accredited institution in Human Resources or a relevant field, or a high school diploma with 2 years of progressive experience in Human Resources.
  • Basic to working knowledge of State HR systems and processes.
  • Basic knowledge of federal and state laws, and State policies, procedures, and practices.
  • Skill in the use of MS Office, including Outlook, Excel, and Word.
  • Experience verifying pre-employment documents.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to handle confidential matters and express ideas clearly in verbal and written form.
  • Ability to independently analyze situations and make decisions within the area of responsibility.

Nice-to-haves

  • Experience screening job applications for employment.
  • Experience working within an HR Integrated Payroll System (H.R.I.S.).
  • Experience administering employee benefits, including FMLA and leaves of absence.
  • Experience working with recruitment initiatives.
  • Experience in the use of an applicant tracking system such as ATS or NEOGOV.
  • Current or previous CJLEADS and/or DCI certification.
